According to Permit No. 2009-00803, the City will not grant a CO until the wetland buffer has been <br /> inspected (and approved) a copy of the permit is attached. The thistles are the remaining wetland buffer item <br /> to be resolved. One of the recommended control methods for Canada thistle is the combination of mowing <br /> (one time in June) and spot spraying in late fall or early next spring. According to this, the thistle eradication will <br /> take a growing season and can be verified as early as late Fall or early Spring of 2013. <br /> We currently hold a $500 escrow for wetland buffer improvements. In order to refund the temporary CO escrow <br /> we will require an additional $1,300 from the property owner to be held for the thistle removal (buffer <br /> improvements) for a total of$1,800 until the buffer is in compliance. Additionally, a revised wetland buffer <br /> escrow agreement will need to be signed by the property owners. <br /> With the revised escrow requirement we can either release the difference of the TCO escrow ($8,700) or the <br /> property owners can submit a check for the $1,300 balance separately.
