T <br />MINUTES OF THE REGULAR ORONO CITY COUNCIL <br />MEETING HELD ON OCTOBER 27, 1997 <br />(Park Commission Comments - Continued) • <br />Jabbour informed Wilson that a meeting was recently held with Doug Bryant. Moorse <br />indicated to Bryant that the City would like to complete an agreement regarding the trail <br />leading to Baker Park by the end of the calendar year and continue working in the future <br />with Hennepin Parks on other joint ventures. <br />Jabbour told Wilson that the Council will be reviewing the City's philosophy towards <br />parks in their Comprehensive Plan update. The Council has determined that the focus of <br />the Commission should include open space and trails. The Council feels the <br />Comprehensive Plan does not accurately reflect the current plans of the City in its regard <br />to parks. Jabbour asked Wilson to maintain close communications with the Council <br />regarding park issues. He noted that a consultant may be needed to aid in determining <br />the future goals for parks. <br />Jabbour informed Wilson that the Council is not interested in pursuing the purchase of <br />public ice time at the Orono Ice Arena at this time. <br />Goetten introduced Wilson to those in the audience. <br />LAKE MINNETONKA CONSERVATION DISTRICT <br />Lili McMillan, Orono's Representative to the LMCD, submitted an outline of activities • <br />over the past six weeks she has been on the LMCD Board. One issue being discussed is <br />that of special events permitting. Permits for these activities are currently handled by <br />the Water Patrol. The LMCD is considering becoming involved in the process. <br />McMillan asked for Council's direction regarding this. McMillan is concerned with a <br />duplication of paperwork and permit fees. <br />Jabbour told McMillan that the LMCD has thought permits should be done in -house and <br />enforcement of the permits contracted with the Water Patrol. The LMCD gains benefit <br />from using the Water Patrol, but the Water Patrol is not always meeting the needs of the <br />LMCD as their priorities differ. Jabbour said licensing by the LMCD would be a <br />duplication. <br />Kelley said the permits should be handled by the Water Patrol only. <br />Goetten would like all cities to be informed of planned special events. <br />Kelley asked why the LMCD is interested in pursuing special events permits. McMillan <br />said the LMCD has been criticized for not being aware of all that is occurring. <br />CJ <br />2 <br />
