MINUTES OF THE REGULAR ORONO CITY COUNCIL <br />MEETING HELD ON OCTOBER 13, 1997 <br />(Park Commission Report - Continued) • <br />White reported that a property owner on Stubbs Bay has indicated concern with a <br />problem of public trespassing on their property located next to the public access. The <br />owner would like to see their property restored and the public access more clearly <br />identified. <br />Jabbour informed White that he met with Park Commission Chair Wilson and another <br />member of the Commission regarding the park dedication ordinance. The Council will <br />be considering changes to the ordinance. <br />PLANNING COMMISSION COMMENTS <br />No member of the Planning Commission was present. <br />PUBLIC COMMENTS <br />There were no public comments. <br />ZONING ADMINISTRATOR'S REPORT <br />( #4) #2212 SIDNEY REBERS, 2190 WAYZATA BOULEVARD - PRELIMINARY <br />PLAT APPROVAL - RESOLUTION NO. 3972 0 <br />Gaffron reported the application was before the Council for preliminary plat approval for <br />conversion of Outlot E of Sugar Woods Plat to a buildable lot status. Conceptual <br />approval was granted on April 14, 1997. Changes have been made to the resolution per <br />discussions with applicant's representatives. The revised resolution meets the approval <br />of the applicant, Staff, and City and applicant attorneys. Staff recommends adoption of <br />the preliminary plat approval resolution as presented. <br />Bill Wear was present to ask questions. <br />The applicant's attorney, Mr. Pflaum, was present. He said he supported the resolution <br />as drafted. <br />Bill Wear voiced concern with the future proposed frontage road to the rear of his <br />property. He is concerned that the closure of his Hwy 12 access would result in one of <br />his lots becoming landlocked. <br />Wear asked the Council to initiate granting an easement to his property from the west in <br />order to provide a future access for his middle parcel if the Hwy 12 accesses are <br />eliminated. Gaffron said the easement suggested by Wear would need to extend across <br />Lot 1 to the Wear property. 0 <br />
