0 <br />ORONO CITY COUNCIL MEETING <br />MINUTES FOR AUGUST 11, 1997 <br />( #8 - Tom Terry for Valerie Peterson - Request to Issue Building Permit - Continued) • <br />Barrett stated Council would be setting a precedent, staff made an error and this is the most <br />appropriate way to go about completing the application. <br />Gaffron indicated the mistake was discovered August 6. <br />Gaffron noted Council could review the application now and the permit could be issued on August <br />26. Even under the builder's proposal the permit would not be ready until midweek, hence only 6 <br />work days would be lost out of the 2 week delay. <br />Terry stated this was not acceptable and asked if there were any other options. He was advised there <br />were not. <br />Jabbour indicated there were no other legally acceptable options. <br />Jabbour moved, Goetten seconded, to waive referral of Application #2282 to Planning Commission <br />based on the hardship situation caused by further delay, and direct staff to set a public hearing for <br />the lot area and width variances at the August 25 Council meeting. Vote: Ayes 5, Nays 0. <br />MAYORICOUNCIL REPORT <br />Jabbour reported that he had talked to two members of the Long Lake Council regarding the milfoil • <br />in Long Lake. <br />Moorse stated he had forwarded information to the Orono neighborhood group on Long Lake <br />regarding milfoil management. The DNR has toured Long Lake to review the extent of milfoil <br />growth. <br />Jabbour stated Orono is working on a harbor limits ordinance which addresses chemical treatment. <br />Jabbour noted talks regarding Highway 12 issues are continuing with the City of Long Lake. <br />Jabbour noted Hennepin County is working on the by -pass lane on North Shore Drive at the DNR <br />Maxwell Bay lake access site. He stated the DNR will be reviewing the permits for tournaments at <br />public accesses because of the traffic congestion created by their activity. <br />Flint reported on the cost of stormwater ponding as a result of the new Highway 12 corridor. <br />Jabbour noted the city of Long Lake should be included in discussions regarding the interchange at <br />Highway 12 and County Road 6. They are reviewing a proposal to include an exit ramp on the new <br />Highway 12 corridor at Willow Drive. <br />Kelley questioned the location of the fence on Old Crystal Bay Road. Moorse stated it was installed is <br />because a retaining wall was necessary at that location and it was part of the negotiation with the <br />
