ORONO CITY COUNCIL MEETING <br />MINUTES FOR JUNE 8,1998 <br />MAYOR/COUNCIL REPORT - continued <br />Kelley requested an outline of the tree preservation ordinance before too much time is spent on its <br />development since he is not in favor of adopting such an ordinance. <br />Kelley requested that staff follow -up on storm damage procedure so that both Council and Orono's <br />citizens understand the process. Goetten referred to the procedure of the storms in 1989. Gaffron <br />responded that emergency repairs were allowed in 1989 but as a result there were improvements that <br />probably should not have been done the way they were. Kelley added that there were many citizens <br />who did not know the proper procedure to follow. Moorse reported that the Building Inspection staff <br />left fliers in the worst hit areas about storm damage procedures. Goetten asked where the worst <br />damage was reported. Staff responded that Casco Point and Baldur Park Road were two of the areas. <br />Kelley asked for clarification of the Watershed District's Rule B. Gaffron responded that the rule <br />exempts subdivisions with 4 houses or less, or 2 acres or less. Kelley was not in favor of the rule. <br />Gaffron noted that there are some conflicts within the Watershed Board and revisions are proposed <br />for Rule B. <br />Flint referred to the memo from the City Administrator regarding the update of the City's <br />Comprehensive Plan. He asked that the information about parks, open space and trails be expanded, <br />such as definitions of the kinds of parks and the inventory of existing parks. <br />Flint also asked for a list of the internal numbers for staff. Moorse responded that there is only one <br />after hours number until the new phone system is complete. <br />Jabbour requested that the City Administrator send a letter to the city of Plymouth thanking them <br />for hosting the joint meeting, and indicating the City is excited about working on the joint Ferndale <br />Road project. Kellogg commented that he sent a letter to Plymouth regarding preliminary plans, <br />which should be ready the week of July 20. The engineers hope to be able to follow the schedule <br />as proposed in the feasibility report. <br />ENGINEER REPORT <br />( #14) SAFE ASSURE SAFETY PROGRAM <br />r <br />Gappa explained that the 14 lake area cities have been working together on cooperative services such <br />as OSHA regulations and safety training. The cities have met with representatives of Safe Assure <br />and are comfortable with having this firm do joint safety training for the 14 cities. Each city will <br />have a program where they are given safety manuals with simulated OSHA inspections on an annual <br />basis. By having all the cities participate, the costs are reduced. Orono's cost will be $3,325.50 per <br />year and is based on the size of the city. • <br />24 <br />
