Planning Commission recommended as <br />follows: <br />- On a motion to recommend approval of the Comprehensive Plan Amendment: <br /> Vote: 4 For 1 Against <br />- On a motion to recommend approval of rezoning of the entire site to RPUD with <br />flexibility as requested, noting that future development of the large outlot would require a <br />future approval process. <br /> Vote: 5 For 0 Against <br />- On a motion to recommend approval of the preliminary plat subject to a number of <br />conditions (see below): <br /> Vote: 5 For 0 Against <br />Park Commission Recommendation: The Park Commission reviewed this application at its <br />May 2 meeting and recommended that a 10’ trail easement along the northerly property <br />boundary be granted for potential future trail use. Park Commission tabled the question as to <br />whether land for park purposes should be dedicated instead of a park dedication fee, pending <br />individual further review and analysis of the site and City park needs. <br />Staff Recommendation: Due to specific concerns raised by the Planning Commission and very <br />recent indications from Hennepin County that only one vehicle access point will be allowed onto <br />Wayzata Boulevard, there are likely going to be significant revisions to the site layout. Staff is <br />requesting Council comment on the current plan, but no formal action on it. Confirmation that <br />the Council will approve the rezoning to RPUD is requested. Rezoning would be formalized <br />only upon completion of the final plat approval process. <br />Regarding the Comprehensive Plan Amendment, Staff requests Council direction for moving <br />forward.
