ORONO CITY COUNCIL MEETING <br />MINUTES FOR JANUARY 12,1998 <br />• <br />( #5 - #2275 Ted and Myrna Wolf - Continued) <br />Jabbour explained that the City had to make a determination of what will occur when the City is <br />fully developed and how this should apply to applications. It was determined that there were <br />about 700 lots yet undeveloped resulting in a impact cost to parks of $4,900 a lot based on <br />today's money. Determination still is required to base the fee off of future dollars. The 8% fee <br />would have to be based on an average lot size which is difficult due to the differences in land <br />found in Orono. <br />Peterson concurred with the use of the fee as outlined. <br />Flint moved, Peterson seconded, to approve Resolution No. 4017 with the reduction in park <br />dedication fee to $4,900 based on the study of park dedication. Vote: Ayes 3, Nays 1, Goetten. <br />MAYOR/COUNCIL REPORT <br />Jabbour reported receiving negative comments regarding the service provided by Triax Cable <br />Company. Residents have indicated the company is not responding to problems and are behind <br />in providing services. Jabbour asked that this be considered when the contract is renegotiated. <br />He felt the problems should be discussed with the cable commission. Jabbour said Mr. Pesak, an • <br />Orono resident, has volunteered to assist in negotiating the franchise renewal with Triax. <br />Jabbour reported that he is attempting to gain an understanding with the MCWD regarding the <br />objectives of the City. He would like to see discussions held regarding the City's Comprehensive <br />Plan, and specifically, the 5 -acre dry buildable, and the impact on the Watershed if the criteria is <br />not upheld. <br />Goetten referenced the letter received from Carl Johnson regarding the new building on North <br />Shore Drive. Moorse clarified what property was being discussed. The design includes a steep <br />roof that is different from what the neighbors had expected. The surveyor also made a mistake <br />resulting in the residence being placed farther back from the lakeshore than what was approved. <br />However, due to the lagoon, the setbacks are reduced from what was envisioned. Moorse said he <br />will respond to Mr. Johnson informing him of the chronology of the application. <br />Jabbour said he spoke with Mrs. Johnson and informed her that the residence met the height <br />standards. He suggested the City consider an average height standard. Jabbour said, while the <br />house may be over - ambitious for the lot, the Planning Commission had to make a choice <br />between more hardcover or the height of the residence. He indicated the neighbor was at the first <br />meeting where the application was discussed but did not attend any further meetings where it <br />was discussed. <br />0 <br />16 <br />
