Staff conducted a preliminary review based <br /> on the information provided and recommends the following items be submitted or revised in order for your <br /> application to be considered complete and for the plan review to continue: <br /> 1. Certificate of Survey. Please provide two full sized copies of a Certificate of Survey which meets the <br /> City's enclosed survey standards and specifically shows the existing and proposed improvements; existing <br /> topography; and proposed grading within your property as well as within the adjacent right of way. <br /> a. Gate. The plan provided appears to propose entrance monuments and a gate. It appears that <br /> one of the monuments is situated right on the property line. Please see the enclosed handout <br /> regarding Entrance Monuments (and gates) and provide a revised plan meeting the <br /> requirements. A separate zoning permit is required; monument and gate details will be required <br /> for this permit. <br /> b. Trees. There is a row of trees proposed to be planted right on the property line where the <br /> circular driveway is to be abandoned and it appears there is an additional row of trees proposed <br /> entirely within the right of way. Our Public Works Director has reviewed the tree locations and <br /> indicated that the trees along the property line would likely be permitted, at your own risk of <br /> course. However Mr. Edwards indicated that the new trees shown completely within the right of <br /> way adjacent to the new driveway access would not be permitted. <br /> 2. Hardcover Calculations. The property is located in Tier 1 of the Stormwater Quality Overlay District. <br /> You have provided an existing hardcover calculation worksheet with your permit. Please have the <br /> surveyor prepare the proposed hardcover calculations using the City's hardcover calculation forms <br /> (enclosed). <br /> 3. Right-of-Way Improvements. Your home was constructed in or about 1996. At that time an existing <br /> bituminous access within the right of way was removed and replaced with the paver driveway. It is not <br /> clear from your proposed plans whether or not you intend to remove the pavers from the right of way. It <br /> would be the Ciry's preference that the paver improvements be removed and replaced with a paved <br /> surFace to allow the properly at 4440 Forest Lake Landing access, at a minimum. <br /> 4. Escrow & Escrow Agreement. Permits involving grading and/or review by the City's engineer require <br /> submittal of an escrow and an escrow agreement. The purpose of the escrow is to guarantee <br /> reimbursement to the City for out-of-pocket costs incurred during the review of your plans. Additionally <br /> this escrow will guarantee conformance with City Code Chapter 79 relating to erosion control and <br /> stormwater. The required escrow amount for this project is $2,000 and was paid by you. The escrow <br /> agreement is enclosed; please sign and return the escrow agreement. <br />
