• • PC Exhibit B <br /> March 30,2012 REVISED PRESCRIPTIVE ORD/NANCE(the"low hanging fruit"optionJ , <br /> 1 Section X.X(x):Stormwater Quality Overlay District <br /> 2 (1) Purpose • <br /> 3 The City of Orono recognizes through its comprehensive plan that managing stormwater runoff <br /> 4 is essential for protection of the water quality of Lake Minnetonka,for preservation of the <br /> 5 natural wildlife habitat within marshlands,and for protection against flooding and itood <br /> 6 damage. Accordingly,the City has established this stormwater quality overlay district to <br /> 7 organize regulations deemed necessary to ensure high quality stormwater runoff throughout <br /> 8 the City. Amendments and additions to these regulations are anticipeted over time as new <br /> 9 technologies become available, and as data is obtained which justifies additional regulations <br /> 10 over additional areas within the City. <br /> 11 (2) Definitions ' <br /> 12 Building Coverage: The total square footage of all building footprints on a parcel. <br /> 13 Building Footprint: The outline of the total area covered by a building's perimeter at the <br /> 14 V ground level (to the block/foundation). <br /> 15 (a) Carports,covered porches and other similar building features which have no exterior <br /> 16 � walls shall be included as part of a building footprint by drawing a straight line between <br /> 17 the outer edges of all support structures (and the main building if applicable). <br /> 18 (b) The outer edge of building protrusions,bay windows or other similarfeatures that , <br /> 19 extend outward from a building and are less than fourfeet from the ground shall be <br /> 20 considered as part of the building footprint. <br /> 21 Hardcover:A constructed hard surFace that prevents or retards entry of water into the soil <br /> 22 and causes waterto run offthe surFace in greater quantities and at an increased rate offlow <br /> 23 than priorto development. <br /> 24 (a) Unless othenrvise exempted, hardcover shall include but not be limited to the following: <br /> 25 all building footprints,driveways,sidewalks,stepping stones, impervious patios,courts <br /> 26 (sport,tennis,etc),decks, areas used for the extended outdoor storage of vehicles or . <br /> 27 equipment,and all other similar features or surfaces as determined by the City Engineer <br /> 28 or City Planner. <br /> 29 (b) Hardcover shall not include the following: landscaping with permeable lining,the first <br /> 30 100 square feet of pervious paver patios or walkways,the first 100 square feet of decks <br /> 31 with a pervious surface below, handicapped ramps with a pervious surface below,and <br /> 32 retaining walls. <br /> 33 Permeable Lining(landscaping fabric): A 100% porous material used for weed prevention <br /> 34 " that allows storm water to permeate into the ground. � <br /> � Page 1 of 5 <br />
