Aowlft MINUTES OF 1990 BUDGET PUBLIC HEARING <br />HELD NOVEMBER 30, 1989 <br />ATTENDANCE 7:10 P.M. <br />The Council met on the above date with the following <br />members present: Acting Mayor Callahan, Councilmembers Nettles, <br />Goetten, and Peterson. Mayor Grabek arrived at 7:17 P.M. The <br />following represented the City staff: City Administrator <br />Bernhardson, Building & Zoning Administrator Mabusth, Public <br />Works Director Gerhardson, Finance Director Kuehn, Police Chief <br />Kilbo and City Clerk Hallin. <br />PUBLIC HEARING <br />Acting Mayor Callahan opened the public hearing at 7:10 <br />P.M. and the Clerk noted the affidavit of publication. <br />City Administrator Bernhardson reviewed the publication, the <br />municipal tax levy, an illustration of levy shares, a comparison <br />of tax rates for surrounding municipalities, a diagram of the <br />Minnesota Tax System, a summary of proposed budget, a summary of <br />proposed reverjues and expenditures by fund type for 1990. <br />Sandra Rauschendorfer asked if this budget is for one year <br />.ui a definition of the deficit in the bond fund. <br />Councilmember Callahan stated there is not a deficit to pay <br />off the special assessments in the bond fund, but that the money <br />has been collected through tax collections and pre - payments on the <br />assessments. <br />Mayor Grabek ask if there were any other questions. <br />Councilmember Goetten asked about monies set aside for the <br />Highway 12 corridor study. Administrator Bernhardson stated this <br />money had been set aside and would be available. <br />Councilmember Goetten asked if there should be City <br />participation in the Stubbs Bay sewer area, from where would this <br />money come. Bernhardson stated it would come out as a loan from <br />the sewer operation fund or from a general levy on the bonds to be <br />paid back. <br />Administrator Bernhardson stated he had contacted <br />Interfaith Outreach and they stated their organization was not <br />prepared to make a request for funding at this time but stated <br />they would be making a request later in 1990 for funding in 1991. <br />APPROVING THE 1989 TAX LEVY <br />0LLECTIBLE IN 1990 - <br />f.O LUTION 12736 <br />It was moved by Councilmember Callahan, seconded by <br />Councilmember Nettles to adopt Resolution #2736 approving the <br />1989 tax levy collectible in 1990.
