MINUTES OF ORONO COUNCIL MEETING HELD OCTOBER 23, 1989 <br />is 11453 WILLIAM HIBBS <br />1905 FAGERNESS POINT ROAD <br />VARIANCE <br />Mr. Hibbs was not present for this review. <br />City Administrator Bernhardson recommended tabling this <br />matter until Mr. Hibbs could attend. <br />It was moved by Mayor Grabek, seconded by Councilmember <br />Peterson, to table application #1453. Motion, Ayes =5, Nays =O, <br />#1458 BLARE BICHANICH <br />332 WESTLAKE STREET <br />VARIANCE <br />Mr. Blake Bichanich was present for this matter. <br />City Administrator Bernhardson explained that this <br />application involved a request for a side setback variance to <br />construct a second story addition. <br />Mr. Bichanich said that he hoped to combine the two lots as <br />soon as possible. He was hopeful that City sewer would go <br />through the area, but in the mean time he was asking for an <br />allowance or variance that would allow him to modestly alter the <br />existing residence. <br />• Councilmember Goetten thought that Gaffron's suggestion to <br />extend the drainfield seemed reasonable. <br />Gaffron elaborated on his recommendations for the septic <br />system. <br />Mayor Grabek thought it would be best to allow the addition, <br />leave the septic system as is until such time there is an <br />indication of failure, and then try the additional drainfield. <br />Grabek said that hopefully sewer would be available by that time. <br />Bernhardson said that the City would like to work out an <br />agreement with the applicant that would require him to extend the <br />drainfield when needed or pump if the extension is not possible. <br />He would also explore with the City Attorney whether it would be <br />legal to require the applicant to sign an appeal waiver for any <br />future sewer assessments. <br />Mayor Grabek asked Gaffron whether there were defined <br />standards that would indicate a septic system is failing so there <br />can be no dispute ?. <br />Gaffron said if there was seepage, there would be no <br />question of failure. However, there are gray areas leading up to <br />that point. <br />• Mayor Grabek asked Mr. Bichanich if he would object to a <br />condition of approval that would require him to extend the <br />drainfield if the present septic system failed. <br />9 <br />
