MINUTES OF THE ORONO COUNCIL MEETING OF AUGUST 28, 1989 <br />is DEBORAH DRIVE CONTINUED <br />difficult to enforce. <br />Councilmember Nettles commented that he was familiar with an <br />area where many speed bumps were placed close together. He said <br />that it was impossible to attain enough speed to "fly" over them. <br />Mr. Betz suggested that the speed bumps be installed for a <br />one or two year trial period. <br />City Administrator Bernhardson said that the City Engineer <br />was unable to be present this evening, but it would be helpful to <br />have his comments about the speed bumps. <br />Mr. Betz said that he had talked with appropriate persons <br />regarding emergency vehicles accessing the street with the speed <br />bumps. He was told that as long as the bumps were not excessive <br />enough to cause a vehicle to break a spring, they would not cause <br />any problems. Mr. Betz said that they were proposing to install <br />4 speed bumps and each would be marked with a sign. The <br />residents would also post signs at each end of the street <br />indicating that speed bumps were present. <br />City Administrator Bernhardson indicated that the City would <br />prefer to use another alternative. He suggested that should the <br />•Council approve the speed bumps, that the residents be asked to <br />sign an agreement holding the City harmless from any liability. <br />Councilmember Goetten said that initially she was prepared <br />to vote against the speed bumps, but that she now had concerns <br />about the safety of the children. Goetten said that since <br />Deborah Drive was a private road and would be maintained by the <br />residents, it would be difficult to disallow their request. <br />Councilmember Nettles concurred with Goetten. <br />It was moved by Councilmember Nettles, seconded by <br />Councilmember Goetten, to allow for the installation of speed <br />bumps for Deborah Drive, subject to the residents executing a <br />Hold Harmless Agreement with the City and that appropriate <br />signage be posted. INTERGOVERNMENTAL RELATIONS <br />This was an informational item. <br />NAVARRE RE- DEVELOPMENT MEETING <br />City Administrator Bernhardson suggested various meeting <br />• dates. Mayor Grabek indicated that he could not attend a meeting <br />on November 18. Councilmember Goetten said that she would not be <br />available for a November 4 meeting and would inform Bernhardson <br />as soon as possible regarding her availability to attend a <br />meeting on October 7th. <br />10 <br />
