N _ % <br />� 1 <br />LJ <br />MINUTES OF THE REGULAR ORONO COUNCIL MEETING <br />HELD JULY 24, 1989 <br />ATTENDANCE 7:00 P.M. <br />The Council met on the above date with the following members <br />present: Acting Mayor Callahan, Councilmembers Nettles and <br />Goetten; Councilmember Peterson and Mayor Grabek were absent. <br />The following represented the City staff: City Administrator <br />Bernhardson, Building & Zoning Administrator Mabusth, Public <br />Works Director Gerhardson, Police Chief Kilbo, Assistant Planning <br />and Zoning Administrator Gaffron, City Attorney Barrett, City <br />Engineer Cook and City Recorder Scheffler. <br />CONSENT AGENDA* <br />Councilmember Goetten requested that item #27 be removed <br />from the consent agenda. <br />It was moved by Councilmember Goetten, seconded by <br />Councilmember Nettles, to approve the Consent Agenda, with the <br />exception of item #27, which was removed and discussed in the <br />order in which it appears on the agenda. Motion, Ayes =3, Nays =O, <br />Motion passed. <br />RESOLUTION OF CONGRATULATIONS <br />FOR GREG LE4OND <br />RESOLUTION #2663 <br />is The City of Orono recognized and congratulated Greg LeMond, <br />a citizen of Orono, for his outstanding achievement of winning <br />the Tour de France bicycle race. <br />It was moved by Acting Mayor Callahan, seconded by <br />Councilmember Nettles, to adopt Resolution #2663. Motion, <br />Ayes =3, Nays =O, Motion passed. <br />PUBLIC INFORMATION MEETING <br />HIGHWAY 12 SAFETY IMPROVEMENT <br />Public Works Director Gerhardson explained that there had <br />been safety concerns expressed by area residents. The Minnesota <br />Department of Transportation was present this evening to present <br />a proposal to address the safety issues of Highway 12 from just <br />east of Brown Road to Old Crystal Bay Road. <br />Mark Benson, a representative from MNDOT provided a review <br />of the plan to improve Highway 12. He said that the safety <br />improvements were necessary because of the high rate of accidents <br />that were occurring due to vehicles turning on and off of Highway <br />12. MN DOT intends to keep the two lane configuration, but <br />provide enough room to provide left turn lanes and install raised <br />concrete channelization. There will also be a controlled access <br />along the entire north side of Highway 12. Mr. Benson noted that <br />the plan being reviewed this evening had been revised from the <br />• plan presented to the public in April. There had been a lot of <br />negative feedback regarding realignment of Brown Road to meet <br />with Virginia Avenue. The revision slightly removes the skew in <br />the intersection and puts it in at a right angle with Highway 12. <br />1 <br />
