Land Use Plan <br /> Orono's rural residential density will not be increased to more than one dwelling <br /> per two dry-buildable acres because of the potentially adverse environmental <br /> impact and because of the increased need for costly urban services. At the same <br /> time, however, Orono's rural residential density will not be decreased below the <br /> established average because the resulting increase in acreage per unit would <br /> destroy the ability of the rural residents to economically maintain their property. <br /> Orono's defined Rural Area includes properties categorized in the Land Use Plan <br /> as Low Density Residential (0.5-2 units per acre) because they are within the <br /> MUSA. Non-MUSA categories within the defined Rural Area are depicted in the <br /> Plan as: <br /> RURAL RESIDENTIAL - 1 DWELLING PER TWO ACRES <br /> This is the typical rural residential density developed and planned to be <br /> permanently self-supporting in all of Orono's Rural Area. No rural density <br /> will be allowed greater than one unit per two acres except for those <br /> existing residences in existing rural housing clusters that were originally <br /> developed many decades ago and in most cases have been provided with <br /> municipal sewer within the past 3 decades. New rural developments may <br /> include housing clustering when environmental and site conditions allow, <br /> provided the overall density within the development confoims to these <br /> requirements, and provided that all sewage treatment needs can be <br /> adequately met. <br /> RURAL- 1 DWELLING PER FIVE ACRES <br /> Although the typical two acre rural residential density is appropriate for <br /> the entire Rural Area, the northwest corner of the City is planned for a <br /> lower density of one unit per five acres. The citizens in this area in the <br /> 1970's verbalized a traditional desire for more intensive rural and <br /> quasi-agricultural activities which require and support the larger minimum <br /> lot sizes. Thus, historic land use and not environmental concerns have <br /> determined this land use classification. <br /> RURAL AGRICULTURAL LAND USE <br /> There is no separate designation for agricultural land use since this activity is <br /> appropriate and is still occurring to a minor extent within the nual residential <br /> areas. Performance standards will be maintained to assure that active agricultural <br /> activities such as livestock fanning do not occur on unduly small parcels of land, <br /> but that they may occur anywhere within the rural area where sufficient land area <br /> provides buffers for neighboring residents as well as adequate protection for the <br /> environment. <br /> City of Orono Community Management Plan 2008-2030 Page 3B-46 <br />
