CMP Part 3B. Land Use Plan <br /> ` 7. Rural development will be subject to proven on-site sewage treatment <br /> capability. Future development in the rural area will be contingent upon <br /> the developer providing prior technical evidence that the site contains <br /> sufficient suitable land for all development, an acceptable primary <br /> drainfield area, and reserved space for at least one alternate drainfield <br /> area. The zoning area requirements for rural Orono will therefore be based <br /> upon minimum areas of dry buildable land exclusive of roadways, <br /> wetlands, streams or areas of high water table. <br /> 8. Rural development must be self-supporting. A11 future development <br /> in the rural area will be required to be proven self-supporting for the <br /> intended use, especially in terms of water supply, sewage treatment and <br /> internal improvement maintenance, so as to prevent extension of costly <br /> urban services into the rural area. <br /> 9. Rural land use densities will allow maa�imum retention of private <br /> woods and open space. Low rural densities will accommodate homesites <br /> without affecting the traditional vistas of open fields and woods. The <br /> retention of these woodlands and marshlands will then assure permanent <br /> habitat for our abundant wildlife. Public open space will be provided on a <br /> large-scale or Park Reserve basis, but neighborhood or mini-parks are <br /> unnecessary because of the large amount of available privately owned and <br /> maintained open space. <br /> 10. Rural wetlands and marshland will be maintained and protected for <br /> surface water retention and filtration. As total population in the <br /> watershed increases, the total requirement for storm water filtration will <br /> increase. Orono's rural land use plans will protect all of our rural wetlands <br /> and marshland for future use as retention ponds and nutrient filters <br /> including the capability of accepting recycled urban storm water for <br /> increased nutrient filtration. <br /> 11. Rural lakeshore areas will have dual environmental protection. The <br /> low-density residential land uses will automatically reduce environmental <br /> pressures on the shoreline. In addition, the rural areas will be subject to <br /> the same shoreline protection performance standards as the urban areas, <br /> including minimum setbacks, green belts, clear-cutting prohibitions and <br /> lake use regulations. Taken together, these factors should preserve to a <br /> large extent the original appearance of Orono's rural shoreline as seen <br /> from the lake. <br /> 12. Rural lakeshore areas within the Shoreland and within the MUSA <br /> will be provided with municipal sewer service upon request. Existing <br /> residences within the designated Shoreland Overlay District and within the <br /> MIJSA for which municipal sewer service is requested shall be provided <br /> with municipal sewer.
