MINUTES OF THE ORONO COUNCIL MEETING OF MAY 22, 1989 <br />STUBBS BAY SEWER CONTINUED <br />and residents with public notice being sent to all property <br />owners in the proposed and abutting areas for the project. <br />Motion, Ayes =4, Nays =O, Motion passed. <br />FACILITY SITE ANALYSIS <br />City Administrator Bernhardson said that in response to <br />Councilmember Callahan's request he had received information <br />regarding the use of Site A for City Hall and Police and Site C <br />for Public Works. Site preparation of this option would be <br />$317,750.00. Included in this figure is an amount necessary to <br />provide screening and road systems between the facilities. <br />In regard to touring other city facilities, Bernhardson <br />estimated that it would take 4 hours to do a bus tour of some <br />specific sites. A weekday is proposed for the tour so that the <br />sites to be observed would be open and functioning. <br />TELEPHONE SYSTEM- REQUEST FOR PROPOSAL <br />City Administrator Bernhardson asked for authorization to <br />seek request for proposal for a new phone system. The current <br />system is outdated and restrictive. This is not a budgeted item, <br />and $10,000 to $12,000 would need to be allocated. The phone <br />system could be moved to another location for an additional $1500 <br />to $2000. <br />Councilmember Peterson indicated that she did not want to <br />allocate any funds until proposals were reviewed. <br />It was moved by Mayor Grabek, seconded by Councilmember <br />Goetten, to authorize staff to take to qualified vendors the <br />request for proposal ,for a new phone system. Staff is further <br />directed to bring back the analyzed request for proposal with a <br />recommendation. Motion, Ayes =4, Nays =O, Motion passed. <br />POLICE SUPERVISORY IMPLEMENTATION <br />City Administrator Bernhardson reported that Chief Kilbo had <br />provided 5 options for implementing a third supervisor. Chief <br />Kilbo's recommendation is to delay this implementation until <br />October to allow further "inside" personnel to develop and allow <br />time for the second supervisor who was recently appointed to <br />develop and be operating efficiently in his position. <br />Mayor Grabek indicated that he agreed with Kilbo's <br />recommendation. <br />Councilmember Goetten said that she was not in favor of <br />expending $50,000 to select someone from outside. <br />Councilmember Peterson questioned why there seemed to be a <br />sense of urgency when this matter was initially presented to the <br />Council and now the recommendation was for a 6 month delay? <br />Chief Kilbo replied that October was an arbitrary month, but felt <br />that if the process began at that time, the new supervisor could <br />begin by January 1, 1990.
