MINUTES OF ORONO COUNCIL MEETING HELD MAY 8, 1989 <br />isZONING FILE #1396- MINNETONKA BOAT WORKS CONTINUED <br />agreed a cross -walk was necessary and he would participate in its <br />installation. <br />Councilmember Goetten said that she was concerned about the <br />boat slips proposed near the channel. Ms. Whittaker said that <br />those docks will be angled out in such a way that boaters would <br />have to back out in the other direction. Goetten also expressed <br />her concern about the increase in hardcover resulting from the <br />additional parking. Mr. Jacobs replied that the trees being <br />removed were either dead or in poor condition and they would be <br />replaced with something more aesthetically pleasing. <br />Councilmember Goetten said that she wanted to see increased <br />police coverage along that stretch of Shoreline Drive to control <br />speed limits. Mabusth suggested that the City work with the <br />County with regard to the cross -walk. Mr. Jacobs reiterated his <br />willingness to work to alleviate any safety problems. Ms. <br />Whittaker added that portable toilets would be placed on the <br />Tanager Lake side of the road, which would reduce the number of <br />road crossings. Ms. Whittaker also noted that the entrance to <br />the Marina is located very close to the property line and that <br />this would help to funnel persons to the cross -walk area. <br />Councilmember Callahan expressed his skepticism about a painted <br />cross -walk slowing traffic speeds. Mr. Jacobs disagreed, stating <br />• that in time traffic would slow down and drivers will abide by <br />the cross -walk. <br />Councilmember Nettles questioned whose responsibility it was <br />to clean up the shoreline. Mabusth replied that it would be up <br />to the City to ensure the property owner maintained the property. <br />Nettles opined that he did not believe that increasing the usage <br />and consequently the traffic in that area, would best serve the <br />City of Orono. He preferred to keep the use limited and avoid <br />the need for a cross -walks and increased patrols. Mr. Jacobs <br />said that the problems already exist, it would be up to him to <br />protect the boat owners. Ms. Whittaker noted that Minnetonka <br />Boat Works employs a security firm to patrol both the Wayzata and <br />Orono locations. Mr. Jacobs added that only boat owners could <br />access the property by use of a card or key. <br />Mayor Grabek said that it was going to be a matter of "give <br />and take ". He said that he did not believe in overdevelopment of <br />marinas, but he was in favor of improving the appearance of that <br />area while providing access to Lake Minnetonka. He believed that <br />Mr. Jacobs had the capability to do that. Mr. Jacobs reminded <br />the Council that he owns 50 acres of land on Tanager Lake and <br />that he lives in that area. <br />Ms. Whittaker asked if the issue of paving the parking area <br />could be discussed. Mr. Jacobs said that the boats would sink <br />• into the blacktop and it would need to be replaced frequently. <br />Ms. Whittaker said that the Minnehaha Creek Watershed District <br />had approved their proposal without requesting paving.
