MINUTES OF REGULAR ORONO COUNCIL MEETING MARCH 13, 1989 <br />MAYOR'S REPORT: • <br />LIEUTENANT POSITION APPOINTMENT <br />Mayor Grabek addressed the concerns expressed at the <br />previous meeting regarding this appointment. In his opinion, it <br />was Chief Rilbo's managerial responsibility to determine how the <br />Police Department will function best. After investigation, Mayor <br />Grabek felt that the selection process was logical and thorough <br />and would provide a good means for Chief Rilbo to pick a <br />qualified lieutenant. In addition, Mayor Grabek believed that <br />the appointment of a third lieutenant would help with the lines <br />of communication, which may alleviate some of the low morale. <br />Mayor Grabek's recommendation was that the City <br />Administrator initiate a memo and personally address with each <br />department head the policies and procedures established to <br />address grievances and appeals for non - managerial situations. <br />It was Mayor Grabek's further recommendation to appoint the <br />second of three lieutenant positions and to fill the third <br />lieutenant position as quickly as possible. He further <br />recommended that monitoring of the Police Department's policies, <br />procedures, management, and police officers' performance be <br />emphasized by the City Administrator, Mayor and Council within <br />normal managerial chain of command. <br />It was moved by Mayor Grabek, seconded by Councilmember • <br />Nettles, to appoint Mark Moran to the position of Lieutenant at <br />the third step for Level 10 and to move as quickly as possible to <br />appoint a third lieutenant. Councilmember Goetten stated that <br />she still expected to have answers to questions she previously <br />raised and suggested that a specific time frame be established <br />for receiving information from the ongoing monitoring. Mayor <br />Grabek indicated that he would like to re- evaluate the situation <br />on a quarterly basis. Councilmember Goetten stated for the <br />record that she was in favor of the appointment and her questions <br />did not pertain to that individual. Motion, Ayes =4, Nays =O, <br />Motion passed. <br />MWCC APPOINTMENT <br />Mayor Grabek asked the Council for their opinion as to <br />whether an individual letter or a letter from the Council as a <br />whole should be sent to support JoEllen Hurr for reappointment. <br />It was moved by Mayor Grabek, seconded by Councilmember <br />Goetten, to direct staff to submit a letter of support for <br />JoEllen Hurr, on behalf of the City, for reappointment to the <br />Metropolitan Waste Control Commission. Ayes =4, Nays =O, Motion <br />passed. <br />CITY ADMINISTRATOR'S REPORT: <br />GEORGE NORLING - REQUEST /LORD FLETCHERS • <br />Acting City Administrator Gerhardson stated that the City <br />has investigated this situation and has received an opinion from <br />9 <br />
