MINUTES OF REGULAR ORONO COUNCIL MEETING JANUARY 9, 1989 <br />PLANNING COMMISSION APPOINTMENTS CONTINUED Is <br />position to appoint Planning Commission members and their terms <br />otherwise it puts the Planning Commission into the political <br />arena. She noted that they should let the Council know if they <br />have concerns or recommendations. Councilmember Callahan asked <br />if there was a limitation as to number of terms a person can <br />serve. Zoning Administrator Mabusth stated that issue would be <br />reviewed as it would relate to eligible persons. <br />It was moved by Mayor Grabek, seconded by Councilmember <br />Peterson, for staff to determine any limitation on Commission <br />member's terms, and to ask the current individuals whose terms <br />expire if they are willing to serve again and request a <br />recommendation from the Planning Commission. Motion, Ayes 5, <br />Nays 0, Motion passed. <br />CITY ADMINISTRATOR'S REPORT <br />1223 BROWN ROAD SOUTH — RESTORATION <br />Administrator Bernhardson stated this matter related to the <br />restoration of the property following the 1985 sewer project. <br />The efforts to initially restore the property did not take and <br />the resident has not been satisfied with the result. Currently <br />he as agreed to the amount of the easement and the City is <br />holding up the execution of the documents until the resolve of <br />this issue. Mr. Quady desires to be paid $1,000 in cash for his <br />time and effort to restore his lawn. Public Works Director <br />Gerhardson stated that the City can kill all that is there and <br />put on some top soil and reseed or sod or the City can contract <br />with a lawn service to chemically treat the lawn for a two year <br />period. He stated he had discussed both options with Mr. Quady <br />and he has rejected both offers because he does not want to be <br />responsible for watering. He still wants the dollar amount paid <br />to him. <br />Mr. Quady was present and reviewed for the Council the <br />previous attempts to restore his lawn. Councilmember Goetten <br />stated that she felt that it was unreasonable to expect the City <br />to water his seed or grass. Councilmember Peterson stated she <br />was in the same sewer project and concurred with Councilmember <br />Goetten. <br />It was moved by Mayor Grabek, seconded by Goetten to refuse <br />the payment of $1,000 and that the City's alternative offer will <br />be open for the next 60 days, if the City's alternative offer is <br />not accepted they will expire. Motion, Ayes 5, Nays 0, Motion <br />Passed. ' <br />WESTONRA BEAUTIFICATION <br />Administrator Bernhardson reviewed for Council the plan by ' <br />Westonka Chamber of Commerce's coordinated landscaping plan for <br />the County Road 15 project from 15 and 19 in Navarre all the way <br />to 110 in Mound. The idea is to put together a common <br />landscaping plan that people in the future can use to do their <br />6 <br />
