MINUTES OF THE ORONO COUNCIL MEETING OF OCTOBER 10, 1988 • <br />LOCAL PROPERTY TAX SYSTEM CONTINUED <br />the smaller communities, $500.00. Bernhardson recommended that <br />the City contribute up to $500.00. There was also a proposed <br />Resolution from the City of Brooklyn Park encouraging the <br />Legislature to undertake a reform of the property tax and State <br />aid system. If it was the Council's desire to do so, a similar <br />resolution could be sent *from Orono to the Legislature. <br />Mayor Grabek stated that making sense of the tax system <br />would be money well spent. He also would not object to sending a <br />resolution to the Legislature. Councilmember Goetten concurred, <br />especially if the efforts - proved to be beneficial to Orono. <br />It was moved by Mayor Grabek, seconded by Councilmember <br />Nettles, to contribute up to $500.00 for the funding of a <br />Property Tax Data System development together with the adoption <br />of Resolution #2535 urging the legislature to take a <br />comprehensive review of the property tax system in the State of <br />Minnesota. Ayes =4, Nays =O, Motion passed. <br />ANIMAL PERMIT ORDINANCE <br />City Administrator reviewed this item. The. question is <br />whether to delete the ordinance or implement a system to monitor <br />and regulate the ordinance. The zoning ordinances regulate the • <br />ownership of animals other than dogs or cats, but does not offer <br />much control. <br />'\— Mayor Grabek stated that he could go either way. <br />Councilmember Goetten stated that she did not want to see Orono <br />._ ,/get so restrictive that it would discourage people from having <br />animals other than dogs or cats. .She inquired as to whether <br />there had been past problems in this regard. Bernhardson replied <br />that there had been few complaints. <br />It was moved by Councilmember Goetten, seconded by <br />Councilmember Nettles, to delete the Animal Ordinance No. 9.13, <br />subd. 7, entitled "Animals and Fowl - Keeping, Transporting, <br />Treatment, Housing ". Motion, Ayes =4, Nays =O, Motion passed. <br />RULES FOR DEPOSITORY <br />Mayor Grabek questioned whether the Investment Policy Draft <br />had been sent to the City Auditors for their review. City <br />Administrator Bernhardson stated that had not been. <br />Councilmember Callahan suggested having the Auditor's comments <br />by the October 24,, 1988 Council Meeting. Mayor Grabek stated <br />that he would like to see a letter from the Auditor indicating <br />his approval for this proposal. <br />It was moved by Councilmember Callahan, seconded by Mayor <br />Grabek, to table this itme until the October 24, 1988 Council • <br />Meeting. Motion, Ayes =4, Nays. =0, Motion passed. <br />27 <br />
