MINUTES OF THE ORONO COUNCIL MEETING OF OCTOBER 10, 1988 <br />• ORONO /LONG LAKE DISCUSSIONS CONTINUED <br />Nays =O, Motion passed. <br />APPOINTMENT PARK COMMISSION MEMBERS <br />City Administrator Bernhardson explained that back in 1985 <br />the City Council decided to increase the number of Park <br />Commission members from seven to eight. The ordinance was never <br />changed to reflect that change. Currently there are three <br />vacancies within the Park Commission and three persons have <br />expressed interest in filling those positions. The Council could <br />either choose to appoint all three persons and amend the <br />ordinance or only choose two members, which would allow the <br />ordinance to remain as is. <br />Councilmember Callahan indicated that Mr. Richard Flint was <br />a professional partner and therefore he would abstain from voting <br />in this matter. Councilmember Goetten stated the Mr. Flint had <br />contacted her and expressed his concerns about the bike /hike <br />trail. She was,in favor of Mr. Flint being appointed to fill one <br />of the vacancies. She added however, that if there were three <br />interested persons and three vacancies that all interested <br />persons should be allowed to serve. Councilmember Nettles <br />concurred. <br />• It was moved by Mayor Grabek, seconded by Councilmember <br />Goetten, to amend the ordinance to allow for eight Park <br />Commission members, and to appoint Richard Flint, James Gilbert <br />and Alexander Vongries to the Park Commission. Motion, Ayes =3, <br />Nays =O, Councilmember Callahan abstained. Motion passed. <br />CITY ADMINISTRATOR'S REPORT: <br />RECYCLING PROPOSALS <br />City Administrator Bernhardson reported that the City of <br />Orono has been participating in the West Hennepin Recycling which <br />has provided drop -off sites for several communities in this area. <br />There is a proposal to undertake curb -side pick up. The <br />question, however, is the costs involved with curb -side pick up. <br />The City has contacted two firms, Super Cycle of Minneapolis and <br />Polka Dot Recycling of Buffalo. At this time, Super Cycle would <br />be the most economical. <br />i <br />One of the two areas that need to be addressed is the <br />acquisition of containers. Most of the communities that have <br />curb -side recycling have funded the acquisition of the containers <br />which are approximately $7.00 each. Public Works Director <br />Gerhardson stated that the containers are large enough where the <br />City would only need one. Hennepin County would reimburse Orono <br />$2.00 for each container. If one container were purchased, the <br />overall cost would be approximately $13,000.00 per year; two <br />• containers would be $26,000.00. <br />The other aspect to be reviewed would be the operation <br />22 <br />
