MINUTES OF THE ORONO COUNCIL MEETING OF OCTOBER 10, 1988 <br />• PUBLIC COMMENTS <br />City Administrator Bernhardson explained that Mr. Butch <br />Loomis had submitted a Petition regarding safety for the 1 1/2 <br />mile section of- Highway 12 between the Luce Line and downtown <br />Long Lake. Mayor Grabek accepted the Petition. <br />There were no further public comments. <br />ZONING ADMINISTRATOR'S REPORT: <br />HIGHWAY 12 ZONING AMENDMENT <br />City Administrator Bernhardson gave a brief introduction of <br />this matter. When Orono had adopted the Comprehensive Plan <br />amendment, Mr. Shardlow was hired to develop an ordinance to <br />implement that plan. The initial proposal was presented to the <br />Planning Commission in June. The Planning Commission heard the <br />matter at a special meeting on August 17, 1988, and forwarded it <br />on to the Council. Mr. Shardlow was going to present a revised <br />proposal and introduction to the Councilmembers and Mayor Grabek <br />and hoped to receive some feedback. This matter would be tabled <br />and action would be taken at either the October 24th or November <br />14th Council Meeting. <br />Mr. Shardlow stated that there were three items he would be <br />• addressing. The first was a set of special requirements for <br />rezoning in the Highway 12 Corridor. These would correspond with <br />the minimum standards to achieve zoning that are set forth in the <br />Comprehensive Plan itself. There are some over - riding issues <br />such as sanitary sewer, the need to correspond to the overall <br />transporation plan for that area and concerns regarding the <br />quality of development. The first ordinance provides more <br />details in accordance with the Plan as follows: <br />A. Minimum area is the first item addressed in the proposed <br />ordinance. This sets forth a minimum of 5 acres that would be <br />required in order to apply for rezoning.- <br />B. Access and circulation plan which requires that no <br />matter what the size or shape of the area, there must be <br />information provided that demonstrates that the proposal will tie <br />into the Corridor and overall traffic objectives. <br />C. Sanitary sewer availability is a key point and the <br />applicants would need to demonstrate that they have adequate <br />capacity availability now or a future plan that is feasible to <br />the City to serve the subject property. <br />D. Storm water management addresses the issue of water <br />quality and requires the applicant to submit detailed site <br />drainage plans to show that runoff and storm water ponding will <br />• be handled in accordance with the City's standards. <br />E.
