• MINUTES OF REGULAR ORONO COUNCIL MEETING AUGUST 22, 1988 <br />UNDERAGE CONSUMPTION CONTINUED <br />perhaps was sufficient for handling this problem. <br />City Administrator Bernhardson suggested continuing with the <br />education through the schools and ticketing offending minors. ,A <br />determination could be made after a period of time as to whether <br />those methods are curtailing underage consumption. <br />Chief Rilbo stated that the County Judges are helping <br />considerably with the increased fine schedule for offenders. <br />Councilmember Goetten stated that she was pleased to see that the <br />Police Department was cracking down on drinking while boating. <br />Mayor Grabek asked if the Police Department had been talking to <br />the schools about their increased efforts of enforcing the <br />underage drinking laws. Chief Rilbo stated that they began <br />talking with school children since May of this year and will <br />return again this Fall. <br />It was moved by Mayor Grabek, seconded by Councilmember <br />Peterson, to table this matter at the present time. However, the <br />City will continue to monitor and discuss underage consumption in <br />upcoming Council Meetings. Motion, Ayes =5, Nays =O, Motion <br />passed. <br />• ORDINANCE AMENDMENT- ANIMAL CONTROL <br />ORDINANCE 57, 2ND SERIES <br />City Administrator Bernhardson explained that when this <br />ordinance was recodified it stated that only a leashed dog was <br />allowed outside of a structure. This has not been the City's <br />enforcement policy. The City would like to modify the Ordinance <br />so that a dog may be under verbal command, `in a fenced area, or <br />in a vehicle without the requirement of a leash. The Ordinance <br />reiterates the durable leash, and now 'includes under voice <br />command within 10 feet of the accompanying person. . _ I <br />It was moved by Mayor Grabek, seconded by Councilmember <br />Nettles to adopt Ordinance 57, 2nd Series, per staff <br />recommendation. Councilmember Callahan asked how this :Ordinance <br />would be enforced. Chief Rilbo replied that the Police <br />Department would be notified of a violation on a complaint basis. <br />Councilmember Peterson inquired about specifying the „length of ' <br />the leash and what actually constituted "under voice command ". <br />Callahan asked why the Ordinance was being revised to include the <br />phrase "under voice command ". City Administrator Bernhardson <br />stated that the original Ordinance specified 10' as the maximum <br />leash length. - Effective voice command would be a dog that <br />responded when called by its accompanying person. Also, the dog <br />must be within 10' of the accompanying person.
