• MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD JULY 25, 1988 <br />putting an Odd /Every watering ban pertaining to all water sources, effective <br />August 1st. Councilmember Goetten asked to include the language "including <br />pumping out of wells or lakes" to the Resolution. Warnings will be issued <br />probably on a complaint basis initially. City Attorney Barrett believed <br />that the City has jurisdiction over the lake water when it is poured on <br />land within the City of Orono. <br />It was moved by Councilmember Goetten, seconded by Councilmember <br />Peterson,* to adopt Ordinance #53, Second Series and Resolution #2479 <br />pertaining to water conservation regulations and guidelines as amended. <br />Motion, Ayes =4, Nays =O, Motion passed. <br />BOULEVARD RESTORATION - COUNTY ROAD 15 <br />City Administrator Bernhardson explained that at the last Council <br />meeting Council suggested green along the boulevard. The City explored the <br />options of exposed aggregate or paver brick. It was determined that these <br />two options were not economical and the Staff continues to recommend <br />asphalt in the commercial areas and sod in residential areas. If there <br />would be no additional action taken on this matter, Council's previous <br />decision to sod throughout the entire boulevard would stand. <br />Councilmember Peterson asked what the cost of plain cement throughout <br />the entire area would be. Public Works Director Gerhardson estimated it <br />•would be approximately $15,000.00. It was moved by Mayor Grabek to cement <br />the entire area. Engineer Cook stated that concrete would be the best <br />value for the dollar as far as longevity and maintenance. Councilmember <br />Peterson inquired whether this project should proceed before or after the <br />Navarre redevelopment took place. City Administrator Bernhardson stated <br />that concrete would be much more expensive to remove should it not fit into <br />any future Navarre development. Councilmember Goetten expressed her <br />concern for maintaining the natural, green appearance of Orono. She would <br />like to see this concept of green carried through with the beautification <br />of Navarre. She believes that the residents and commercial property owners <br />would be pleased with the sod once it was in place. Councilmember Peterson <br />stated that she had spoken to some of the commercial owners and they were <br />more in favor of concrete; they did not want the sod. Bernhardson affirmed <br />that the plan presently calls for concrete from the street to the doorstep <br />of the businesses in Navarre near the hardware store. Peterson said that <br />the store owners did inquire about flower boxes. Mayor Grabek reminded the <br />Council that his motion was still on the floor. No one seconded Mayor <br />Grabek's motion. <br />It was moved by Councilmember Peterson, seconded by Councilmember <br />Callahan, to put concrete in the commercial area and sod in the residential <br />area. Councilmember Goetten stated "let Minneapolis be Minneapolis,. let <br />Orono be Orono ". Mayor Grabek stated that no one would care for the sod <br />and asphalt would not continue to look pleasing, especially in hot weather <br />when it would become soft and susceptible to marring and gouging. Motion, <br />• Ayes =2, Nays =2. <br />It was moved by Mayor Grabek, and seconded by Callahan, to have <br />concrete thoughout the entire area with exposed aggregate flower planters <br />in appropriate locations, and obtain a report from the City as to the <br />11 <br />
