MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD FEBRUARY 22, 1988 <br />&Y OF ORONO COMPENSATION PROGRAM CONTINUED <br />Mayor Grabek stated he also had concerns with any <br />additional compensation as performance incentives. <br />City Administrator Bernhardson stated performance <br />incentives were not included in this proposal. He <br />explained the comparable worth analysis to the Council. <br />Councilmember Goetten questioned if the legislators <br />realized how much this was going to cost cities when <br />they approved it? <br />City Administrator Bernhardson stated they estimated it <br />would cost 3 -5% per payroll, which is about what it has <br />cost. <br />Mayor Grabek stated that the comparable worth <br />adjustments are necessary to keep good employees. <br />Councilmember Goetten agreed stating that was usually in <br />selective cases.' <br />Mayor Grabek noted that this plan is slowly bringing the <br />employees wages into conformance. <br />• Councilmember Peterson stated she would like to see wage <br />comparisons with other communities. <br />City Administrator Bernhardson showed 'Council a graph <br />which represented the internal comparison of Orono's <br />employees. He explained the process of which internal <br />equity points were determined for each individual <br />employee. <br />It was moved by Mayor Grabek to accept the City of Orono <br />Compensation Plan as proposed finding it a very <br />extensive, well thought -out plan to meet requirments of <br />compensation for the City employees, not accepting <br />anything above and beyond what needs to be done. He <br />stated that all questions raised about this plan have <br />been answered by City Administrator Bernhardson and <br />felt that the plan was put together in a logical, <br />rational, and non - exhorbitant way. He felt the Council <br />must put some confidence in the City staff that put <br />together the plan due to the complexity of it. <br />No second to the motion. Motion fails. <br />Councilmember Goetten stated she.is not necessarily <br />against the plan, but feels she needs a better <br />• understanding of it before voting on it, therefore, <br />recommends tabling for two weeks. <br />8 <br />
