I <br />MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD FEBRUARY 22, 1988 <br />TY ADMINISTRATOR'S REPORT: <br />CAPITAL BUDGET PROGRAM - DRAFT <br />City Administrator Bernhardson presented and explained a <br />draft of the City capital budget plan for 1988 through <br />2000. <br />Councilmember Goetten stated she would like more time to <br />review, discuss, and understand this plan. <br />City Administrator Bernhardson noted that approval of <br />this program is not being requested at this time. <br />Following discussion of certain items outlined in the <br />draft, Council accepted the draft as information only at <br />this time. <br />COUNTY ROAD 15 FINANCING <br />City Administrator Bernhardson explained the issue of <br />determining the type of lighting the City would like to <br />have on County 15. Mound is installing a decorative <br />lighting system and Spring Park is considering the same <br />lighting. Staff recommends installing the decorative <br />lighting. <br />Councilmember Goetten questioned the seemingly high cost <br />• of a $5,500 consultant fee to develop a lighting plan. <br />Public Works Director Gerhardson explained what was <br />involved in developing a design and specification plan <br />for lighting. <br />Councilmember Peterson stated she would rather spend the <br />money on trees along the County Road than on decorative <br />light poles. <br />Councilmember Goetten asked when Spring Park will make <br />their decision on the decorative lighting; and why a <br />consultant couldn't design the entire plan. <br />City Administrator Bernhardson stated that the City's <br />Engineer would charge more to the design a plan. He <br />noted that Spring Park will be making a decision <br />regarding the lighting in March. <br />Mayor Grabek stated that it was the City's <br />responsibility and in its best interest to make the most <br />attractive community with the best use of.money. <br />City Administrator Bernhardson explained the possible <br />special assessment proration: Commercial - $20.00 /front <br />• foot; Residential $7.00 /front foot. A public hearing <br />regarding the assessment is suggested to be held in <br />April. <br />6 <br />
