MINUTES OF THE REGULAR ORONO COUNCIL-MEETING HELD FEBRUARY 22, 1988 <br />&ONING ADMINISTRATOR'S REPORT: <br />#1240 NAVARRE DAIRY QUEEN <br />3574 SHORELINE DRIVE <br />COMMERCIAL SITE REVIEW <br />VARIANCE /CONDITIONAL USE PERMIT- <br />RESOLUTION #2375 <br />Owner /Applicant Rick Plaisted was present for this <br />matter. <br />City Administrator Bernhardson explained the revised <br />plan to construct a 57.5 s.f. drive -thru /pick up station <br />addition on the west side, and moving the garage <br />storage area to a location farther north on the lot. A <br />variance is requested for the required number of parking <br />spaces. Staff has reviewed the current ordinance <br />regarding the required number of parking spaces and felt <br />that it was excessive for this type of use. Based on <br />other city. ordinances staff recommends 15 parking <br />stalls is adequate for this use. A rear yard setback <br />variance is required for replacement of the garage. <br />Councilmember Callahan asked if staff's recommendation <br />regarding the variance for required parking would be an <br />• overall recommendation for future uses of this type or <br />only a recommendation in this application only. <br />Zoning Administrator Mabusth stated that staff will be <br />considering this use when dealing with performance <br />standards for a comprehensive amendment to the code but <br />that presently staff recommends granting a variance to <br />the standard in effect now rather than delay the <br />applicant for six months. <br />is <br />Councilmember Goetten felt that this project would be an <br />attractive improvement to Navarre. <br />Mr. Plaisted noted that they plan to incorporate their <br />landscape plan with the County Road 15 upgrading. <br />It was moved by Mayor Grabek, seconded by Councilmember <br />Goetten, to adopt Resolution #2375 granting the <br />Conditional Use Permit and Variance as proposed. <br />Motion, Ayes 4, Nays 0. <br />3 <br />
