St. Edwards was originadi�• granted Council appro�•al for a buildin� permit for a <br /> church on the property in 1966. The church building�vas subsequently constructed, <br /> and has been in use as a church since 1967. Ho��-ever, City records indicate no <br /> formal CUP was ever�an_�d for the church use. The church building was destroyed <br /> by fire in �pril 2002, and the con�egation has decided to rebuild in the same <br /> location using the existin` foundation. <br /> 4. The church was granted a CUP to permit the use of a day care/pre-school in July <br /> 1987,makinQ use of lo�ver level spaces in the church buildin�.That CUP remains in <br /> effect. <br /> 5. The existina�proposed b;.::�ding location is cer.tered on this 4+ acre property, and <br /> meets all pe�ir�ent buildir:�setback requirements. The buildin�location is m.ore than <br /> 26' from deiineated«-etlar��s in the NE and NW corners of the site. Reconstruction <br /> of a church b��ildino on the same foundation is acceptable subject to confirmation by <br /> the appiicant that the four.�ation can structuraliy support the proposed ne�v building. <br /> 6. Parkin� for the church u�� is regulated in terms of minimum number of spaces and <br /> location. The number of�talis is determined by the seatin� capacity of the main <br /> assembly roor.z, at a rate of 1 stall per 4 seats. The main worship area has seating <br /> desi�ated ior 143 persor.�,�vith an overflow area for an additiona140, totaling 183 <br /> persons: <br /> Main�sser�bly Room Seating Capacity: 183 <br /> Required Pz:l:ing Stalls per Seat: 0.2� <br /> Required P�ricing Stalls: 46 <br /> Proposed Parking: � 59 Stalls <br /> The cunent parking lot h� approximately 80 stalls; the westerly parking wing is <br /> proposed to be converted to a bituminous turnaround and a meditation garden. The <br /> Cityhas no past parkin� i:��ses with St. Edwards, and the proposed parldng reduchon <br /> will still y�ield a conformiL;number of stalls. <br /> Section 10.61, Subd. 5(Al, requires that "open parkin� spaces on lots must ha�-e a <br /> location other than a requ:-�d yard except that such parking may be located in a rear <br /> yard to within ten feet o:�� interior side lot line arld to within ten feet of a rear lot <br /> line." The existin� par1L�; lot ranges from 10' to 15' from the southerly lot line. <br /> W�hile the seuth lot line is a side lot line and not a rear lot line, parking is not <br /> proposed to be relocated.T�e City is aware of no past issues�vith the parking on t:us <br /> site.
