MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD JUNE 8, 1987 <br />&1112/ #1142 SMITH BAY MARINA CONTINUED <br />Mr. Love stated that it is their intention to restrict <br />the use of the facility. Mr. Toberman noted that they <br />currently have a watchman check the property 4 -5 times <br />per evening and have had no problems. <br />Regarding the access from County Road 15,' although this <br />access alternative has not been directly discussed, <br />staff and City Engineer Cook felt an additional curb cut <br />on County Road 15 would create a safety issue. <br />Mr. Love noted that they would have better control of <br />the parking areas if access were off of Spates Ave. <br />because they could block off the access, which could not <br />be done if access were on County Rd. 15. In addition, <br />he felt there would not be a high volume of traffic. <br />Regarding the screening issue, Mr. Love indicated that <br />they are agreeable to the required screening. <br />Mayor Grabek felt that an extra curb cut on County Rd. <br />15 would be too conjested due to the closeness of Spates <br />Ave, Sailors World, and County Rd. 51. <br />George Rovegno voiced his irritation with the City's <br />lack of enforcement of the conditions within the granted <br />conditional use permits of the past commercial uses. <br />Mayor Grabek agreed that this has been a problem, <br />however he noted that the Council needs the support of <br />the neighbors to take action. <br />Councilmembers Goetten and Sime felt the access should <br />be off of Spates Ave. Councilmember Sime also felt <br />that the crosswalk location should be put on hold until <br />the parking lot issue is resolved. <br />A resident asked if the speed limit could be reduced on <br />County Road 15 in that particular area. <br />Mayor Grabek directed staff and engineer to determine <br />the safest way to control the pedestrian traffic and <br />access, in conjunction with the applicant and neighbors. <br />It was moved by Mayor Grabek, seconded by Councilmember <br />Sime, to adopt Resolution #2194 granting variances and <br />approving the commercial site plan for the property <br />located at 1955 Shoreline Drive with the additional <br />condition that lakeside screening be provided.
