MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD DECEMBER 8, 1986 <br />#1039 ULRICH CONTINUED <br />Councilmember Adams stated that because the proposed <br />pipe does not result in structure or significant <br />hardcover in the 0 -75' area, he was not concerned with <br />the demonstrable hardship argument. <br />It was moved by Councilmember Grabek, seconded by <br />Councilmember Frahm, to adopt Resolution #2098 granting <br />the conditional use permit and variance to permit the <br />installation of an underground pipe extending into the <br />0 -75' lakeshore protected area. Motion, Ayes 4, Nays 1. <br />Councilmember Callahan voted nay. <br />#1074 GRACE BAPTIST CHURCH <br />2830 SHADYWOOD ROAD <br />VARIANCE <br />RESOLUTION #2099 <br />City Administrator Bernhardson explained the request for <br />a variance for a sign. Applicant submitted a second <br />signage plan per the directives of the Planning <br />Commission at their first review. The proposed sign <br />(Supra Herald I) would be 11'9" in height and 61.6 s.f. <br />in area. Planning Commission voted to deny this sign <br />plan finding the variances still too excessive and <br />specifically recommended the "Standard" Herald I sign <br />which would be 9' in height and 39 s.f. in area. <br />Zoning Administrator Mabusth noted standards within the <br />sign section of the code allowing signs for quasi <br />commercial uses to be 8' in height and 12 s.f. in area. <br />Present for this matter were Bill Mulligan and Lowell <br />Zitzloff. <br />Mr. Mulligan stated that he made a survey of the signage <br />area of other church signs in Orono, and he found they <br />fluctuate from 35 s.f. to 72 rs. f. in area. They feel <br />because the church is located in a large commercial <br />area, the larger sign is more advantageous to their <br />needs. <br />Mr. Zitzloff noted that they could cut down the height <br />of the Supra sign to about 10' whereas their existing <br />sign is approximately 14' in height. <br />It was moved by Councilmember Grabek, seconded by <br />Councilmember Frahm, to adopt Resolution #2099 approving <br />the proposed Supra Herald I sign installed at a maximum <br />height of 10' requiring a 2' variance, and a sign area <br />variance of 49.6 s.f.
