MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD DECEMBER 8, 1986 <br />#922 VAN EECRHOUT BUILDING CORP. CONTINUED <br />Councilmember Adams found no problem with the request as <br />proposed. <br />It was moved by Councilmember Frahm, seconded by <br />Councilmember Adams, to adopt Resolution #2096 approving <br />a metes and bounds subdivision of a lot line <br />rearrangement for Van Eeckhout Building Corporation. <br />Motion, Ayes 5, Nays 0. <br />#1032 BRIAN FULMER <br />3505 WAYZATA BOULEVARD <br />VARIANCE <br />RESOLUTION #2097 <br />City Administrator Bernhardson explained that this <br />request for a variance to the developement moratorium <br />within the Highway 12 corridor is somewhat related to <br />the following Application #1058 Comprehensive Plan <br />Amendment that incorporates, for the most part, areas <br />already sewered and include the Fulmer property. <br />Present for this matter were Brian Fulmer and Robert <br />Mitchell. <br />It was moved by Mayor Butler, seconded by Councilmember <br />Adams, to adopt Resolution #2097 granting the variance <br />to the moratorium as requested. Motion, Ayes 4, Nays 1. <br />Councilmember Frahm voted nay. <br />#1058 COMPREHENSIVE PLAN AMENDMENT <br />MUSA LINE REALIGNMENT <br />City Administrator Bernhardson explained the request for <br />conceptual approval of the proposed amendment subject to <br />formal action by the Metropolitan Council and to direct <br />staff to commence the formal application process with <br />Metropolitan Council and to r.ubmit such application <br />information to the Watershed District, School District <br />and affected cities. <br />It was moved by Councilmember Adams, seconded by Mayor <br />Butler, to conceptually approve an amendment of the <br />Comprehensive Management Plan that would include certain <br />rural areas of the City within the Metropolitan Urban <br />Service Area and the Metropolitan Sewer Services Area <br />and to direct staff to file a formal amendment <br />application with the Metropolitan Council and to further <br />direct staff to notify all affected local units of <br />government and other jurisdictions. Motion, Ayes 4, <br />Nays 1. Councilmember Frahm voted nay stating it was a <br />bad precedent believing there will be many more <br />requests. <br />6 <br />
