MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD DECEMBER 8, 1986 <br />ATTENDANCE 7:04 P.M. <br />The Orono Council met on the above date with the <br />following members present: Mayor Butler, Councilmembers <br />Grabek, Callahan, Frahm, and Adams. The following <br />represented the City staff: City Administrator <br />Bernhardson, Public Works Coordinator Gerhardson, <br />Building and Zoning Administrator Mabusth, Assistant <br />Planning and Zoning Administrator Gaffron, Chief of <br />Police Kilbo, and City Clerk.- Hallin. City Attorney <br />Blatz was also present. <br />CONSENT AGENDA* <br />It was moved by Mayor Butler, seconded by Councilmember <br />Grabek, to approve the Consent Agenda* subject to adding <br />the following items: <br />Item #20 - Allied Blacktop Request for Final Payment <br />Item #35 - Crystal Bay Judgement Settlement <br />Motion, Ayes 5, Nays 0. <br />PUBLIC HEARING 7:06 - 7:26 P.M. <br />POSSIBLE SALE OF MUNICIPAL LIQUOR STORE <br />City Administrator Bernhardson reviewed that at the <br />November 10, 1986 Council meeting, staff presented an <br />analysis of the liquor store based through the third <br />quarter results of 1986. Back in 1985, when the liquor <br />store realized an $8,500 loss, staff developed a <br />business strategy plan to try to turn it around. To the <br />credit of the employees of the liquor store, they had <br />changed it from a negative to a positive operation <br />through the end of the third quarter being $15,000 ahead <br />at the end of September, over 1986. However, at the <br />November 10th Council meeting, based on a number of <br />issues, City Administrator Bernhardson recommended that <br />the Liquor Store be sold and that the City establish a <br />private liquor off -sale ordinance. It was also <br />recommended to hold this public hearing to obtain public <br />comment regarding the possible closing and sale of the <br />liquor store. <br />The Affidavit of Publication was noted by City Clerk <br />Hallin. <br />Public Comments <br />Dean Young, 3555 Crystal Place - He stated that the City <br />should consider the future growth of the City, <br />especially along the Highway 12 area. Council should <br />look forward to what the municipal liquor store would <br />bring in when the City is comparable to cities like Eden <br />Prairie, Edina, Richfield. He feels the City is giving <br />future money away by selling the liquor store now with a <br />short - sighted viewpoint. <br />1 <br />
