� <br /> November l6, 2006 <br /> Tom and Michelle Cullum <br /> 785 Ferndale Road <br /> Orono, MN 55391 <br /> RE: Wetland Monitoring Report for MCWD Permit#02-433 <br /> Dear Mr. & Mrs. Cullum: <br /> MCWD received an as built survey and a vegetation management record on <br /> November 2, 2006 for the monitoring report drafted by Kjolhaug Environmental <br /> Services August 23, 2006. <br /> The district engineering consultant has reviewed the as built survey and determined <br /> that the berm and flow thru areas are in conformance with the approved plans. <br /> MCWD requests that yearly maintenance be performed at the flow thru area to ensure <br /> this area remains clear of any possible blockage caused by debris or vegetation. <br /> Based on information provided in the Monitoring Report, the vegetation within the <br /> monitoring area needs ongoing maintenance and invasive species removal to meet the <br /> vegetation establishment requirements under the Wetland Conservation Act. The <br /> supporting information from Prairie Restoration outlines the vegetation management <br /> activities thru Spring 2007. It will be important to monitor the vegetation as it is a <br /> key component of the monitoring plan and will be reviewed by the TEP before <br /> monitoring can cease. <br /> Pursuant to the Wetland Conservation Act 8420.0620 monitoring shall continue for <br /> five years following the completion of the wetland replacement project, or until the <br /> technical evaluation panel deems the replacement wetland to be fully functional. <br /> MCWD requests that the additional annual monitoring reports be submitted no later <br /> than August 31 S`every year until monitoring requirements are complete.
