In the opinion of staff this criterion is met. <br /> (7) Consistent with the character of the surrounding area, unless a change of <br /> character is called for in the community management plan; the proposed use is an extension of <br /> school services and programs and in keeping with the character of the property as it is currently <br /> used and intended to be used in the future in the CMP.
