MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Tuesday,January 17,2012 <br /> 6:30 o'clock p.m. <br /> in his view it seems like a relatively trivial thing given the safety issue. Truwit indicated he has a concern <br /> that his 16-year-old daughter or someone else will slid off the driveway and over the retaining wall,which <br /> _ is the purpose of the green triangle depicted in the picture. Truwit stated he understands they are <br /> requesting a bit of hardcover but that it makes the driveway much safer. In addition,they are proposing a <br /> rain garden to deal with the runoff. Truwit noted the MCWD has preapproved the rain garden. <br /> Truwit stated he has used the same engineer as on the last application and that the neighbors are <br /> supportive of the project. In addition,the massing of the house has been moved further west,which <br /> addresses Mayor McMillan's concerns. The corrected hardcover numbers,without the easement, are 36.1 <br /> � percent as revised. <br /> Chair Schoenzeit opened the public hearing at 8:42 p.m. , <br /> There were no public comments regarding this application. <br /> Chair Schoenzeit closed the public hearing at 8:42 p.m. <br /> Thiesse commented since this has been approved once in the past and a rain garden has been added to <br /> treat the additional runoff,he would be in support of the application. <br /> Schoenzeit asked whether it has been determined that the rain garden is adequately sized. <br /> Curtis indicated she is not sure whether that calculation has been done. <br /> Schoenzeit stated in his view any additional hardcover should be offset. <br /> Truwit stated an engineer has been employed to look at this application and that he is not sure what else <br /> he needs to do. <br /> Schoenzeit stated the question is whether the rain garden is technically sufficient to mitigate the extra <br /> hardcover that has been added. <br /> Curtis stated the question is whether the rain garden as proposed can treat the additional stormwater that <br /> comes off of the driveway. <br /> Truwit stated he can ask his engineer to provide a letter that states that. <br /> Curtis noted they would require the calculations that show the rain garden can handle the additional <br /> runoff. <br /> Schoenzeit stated he would like the rain garden to be designed to handle the additional runoff. <br /> Owens stated his concern is if the rain garden needs to take up the entire rest of the yard,that would seem <br /> to be unreasonable. <br /> Schoenzeit stated being responsible for the runoff is one of the conditions the Planning Commission <br /> typically requires and that it is a very fair tradeoff for the extra hardcover being requested. <br /> Page <br /> 21 <br />
