The changes include replacing skylights with <br /> dormers on the existing roof and rebuilding the existing deck, <br /> smaller in size and in a location that is less nonconforming. <br /> Practical Difficulties Points <br /> 1. The property owner proposes to use the property in a <br /> reasonable manner not permitted by the zoning chapter: <br /> The property is in need of remodeling given the age and � <br /> condition of the structure, including both the roof and deck. <br /> The proposed plan would ensure safe and functional use of <br /> the property, reduce the degree of nonconformity of the <br /> property, and enhance or not obstruct the views from the <br /> neighboring homes. _ <br /> 2. There are circumstances unique to this property that <br /> were not created by the landowner: The property is ' <br /> subj ect to additional restrictions established after the <br /> construction of the home.
