Schoenzeit <br /> asked whether there should be a 10-foot setback on a private garden. <br /> Thiesse stated he does not want to go ten feet on a private residential garden. Thiesse asked where a <br /> fence is legally allowed to be.located. <br /> Curtis noted a fence is a non encroachment and is allowed at the property line. <br /> Thiesse commented a lot of gardens define property lines. <br /> � Leskinen pointed out this is in the case where there is not a principal structure. <br /> Curtis stated this would deal with gazdens that are located on vacant lots and that Staff would recommend <br /> some type of setback to serve as a buffer to the adjoining properties. Curtis stated it could perhaps be <br /> better defined in the definition and that a perennial garden could define a property line versus a vegetable <br /> garden. <br /> Schoenzeit stated a private,residential garden on a vacant lot would need to follow the same sort of <br /> discussion on the same points under the community/donation garden. <br /> Leskinen indicated she is comfortable with Staff's recommendations on the private garden. <br /> Curtis suggested the Planning Commission discuss the various items and whether they feel there should <br /> be different regulations for a private,residential garden versus a community/donation garden. <br /> Schoenzeit stated in his view a 10-foot setback is reasonable. <br /> Thiesse indicated he wouldnot be opposed to a row of flowers or shrubs along the property line. <br /> .
