�. <br /> y <br /> MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Tuesday, February 22,2011 <br /> 6:30 o'clock p.m. <br /> (#11-3498 KRAUS-ANDERSON,875 WAYZATA BOULEVARD WEST,CONTINUED) <br /> The language in the 2008-2030 Community Management Plan was revised in the most recent CMP <br /> update process to allow for the site to be developed at a density of up to 15 units per buildable acre with a <br /> maximum structural coverage of 30,000 square feet. Including the covered entry,the applicant is <br /> proposing a two-story building with a 25,665 square foot footprint and a total of 47,891 finished square <br /> feet. The building will consist of 63 total units—33 assisted living, 11 enhanced assisted living, and 19 <br /> . memory care units. <br /> The Planning Commission should consider the following: <br /> 1. Compatibility of the proposed plan with the RPUD standards and consistency with the goals, <br /> policies,and objectives of the comprehensive plan and surface water management plan; <br /> 2. Preservation of the site in its natural state to the greatest extent practicable by minimizing tree <br /> and soil removal and designing grade changes to be in keeping with the general character and <br /> ' appearance of neighboring properties; <br /> � 3. Creation of compatible relationships between buildings and open spaces both on the site and <br /> adjacent to it,incorporating natural site features and with existing and future buildings having <br /> a visual relationship to the development, giving special attention to: <br /> a) An internal sense of order for the buildings and uses on the site and provision of the design <br /> concept and the compatibility of the same with the adjacent and neighboring structures and <br /> uses; and vehicular and pedestrian circulation,including walkways,interior drives,and <br /> parking in terms of location and number access points to the public streets,width of interior <br /> drives and access points,general interior circulation, separation of pedestrian and vehicular <br /> traffic and arrangement and amount of parking. <br /> 4. Promotion of energy conservation through design,location, orientation and elevation of <br /> structures,the use and location of glass in structures and the use of landscape materials and <br /> site grading; <br /> 5. Protection of adjacent and neighboring properties through reasonable provisions for surface <br /> water drainage, sound and sight buffers,preservation of views,light and air and those aspects <br /> of design not adequately covered by other regulations which may have substantial effects on <br /> neighboring land uses. <br /> The applicants'new plan appears to have two full floors where the previous plan had a stepped down or . <br /> ground hugging appearance on the ends of the building. <br /> The City had conducted a review of the information submitted by the applicant. It appears two of the <br /> wetlands on the properiy have been determined not to be wetlands under the Wetland Conservation Act <br /> jurisdiction. Therefore,these wetlands do not fall under the City's wetland regulations. The wetland � <br /> buffer widths shown on the applicant's plans are based on the MCWD width requirements and exceed by <br /> five feet the City's buffer width requirement. A financial security in the amount of$12,000 should be <br /> provided by the developer with regard to wetland buffers. <br /> Page 2 <br />
