MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,August 15,2011 <br /> 6:30 o'clock p.m. <br /> Jerry Luesse,3249 Casco Circle, stated he is here to support the application of the variance and other <br /> requirements. <br /> Chair Schoenzeit closed the public hearing at 7:00 p.m. <br /> Schoenzeit commented the configuration of the driveway appears reasonable. The question is whether <br /> the applicant should be allowed expansion of hardcover for the patio. <br /> Thiesse pointed out the drainage system that was described for the patio may not work on the driveway. <br /> Swanson stated they were not proposing to do the driveway as a permeable surface. <br /> Thiesse noted the rain garden on the 2006 survey is lazger than what is being proposed and that all of the <br /> water on that side of the house does drain to the northerly property currently. <br /> Schoenzeit suggested taking Staffls recommendations and to have the size of the rain garden verified by <br /> the City Engineer. <br /> Thiesse commented rain gardens are a great item but that he wants to ensure it will work properly. <br /> Schoenzeit noted they aze adding additional hardcover which will increase the runoff. <br /> Koch stated they have not had any problems with it in the past but that they would be willing to enlarge it <br /> if the City Engineer felt that was necessary. <br /> Curtis asked if the rain garden on the south lot line is similar in size to the rain garden on the north side. <br /> Koch stated it starts approximately 10 feet out from the back of the home and then goes approximately 20 <br /> feet. Koch indicated he has not altered it. It is a very shaded area and it is difficult to get anything to <br /> grow in there. <br /> Landgraver asked how the drainage on the south side of the house flows from the garage. <br /> Koch indicated it goes pretty much in a straight line down to the rain garden. <br /> Landgraver noted that rain garden is not as prominent as the other rain garden and that the concern of the <br /> Planning Commission is to ensure that there is adequate capacity with the additional hardcover. <br /> Schoenzeit encouraged the applicant to verify the capacity of the rain garden. <br /> Koch stated he does not have a problem with that. <br /> Schoenzeit commented that Staff's recommendations and requirements appear to be sufficient to address <br /> that concern. <br /> Levang asked what Staff would do in the event the applicant is not able to find an engineer to sign off on <br /> the project. <br /> Page 7 <br />
