Thiesse noted a proposed site is shown on the <br /> survey. <br /> Curtis indicated a separate septic site is not required for the guest house. Curtis noted the septic inspector <br /> ' has reviewed the application. <br /> Thiesse noted a majority of the proposed septic site is located on approximately a 20 percent slope and <br /> asked whether that would be a problem. <br /> Curtis indicated she is unaware of whether that is the exact location of the septic site. <br /> Jim Scott, Choice Wood Companies, stated their engineer has reviewed the proposed septic location and <br /> has submitted the required material to the City. The secondary septic site is being proposed since the <br /> primary septic site is located too far from the guest house. <br /> Chair Kang opened the public hearing at 6:37 p.m. <br /> There were no public comments regarding this application. <br /> Chair Kang closed the public hearing at 6:37 p.m. . <br /> Thiesse moved, Schoenzeit seconded,to recommend approval of Application #11-3497, Choice <br /> Wood Companies on behalf of William Trubeck,3300 Fox Street, granting of a conditional use <br /> ' permit for the guest house. VOTE: Ayes 5,Nays 0. <br /> PLANIVING COMMISSION COMMENTS <br /> 5. REPORT OF PLANIVING COMMISSION REPRESENTATIVES ATTENDING CITY <br /> COUNCIL MEETINGS ON NOVEMBER 22,DECEMBER 13, 2010,AND JANUARY 10,2011 <br /> Kang stated she attended the December 13`�'City Council meeting and that there was a fairly lengthy <br /> discussion regarding the application by Xcel. A number of residents voiced concern over the application. <br /> The City Council determined that it would be best if the Public Utilities Commission would have <br /> oversight of the project since Orono does not have any experience in this type of project. The neighbors <br /> . would have an opportunity at the PUC level to provide comments. <br /> Kang noted the Good Shepherd Lutheran Church application was also approved. <br /> Curtis noted Good Shepherd Church agreed to provide a six-foot privacy fence at the request of the <br /> neighbors. The Klinglehutz application was given conditional use permit and the Dennis Bariy <br /> application for the property located in Navarre was withdrawn to avoid it being denied by the City <br /> Council. <br /> PAGE 2 <br />
