1 (c) No permanent structural type additions may be attached to the vehicle. <br /> 2 (d) The vehicle and associated use must be permissible in any pre-existing, underlying zoning district. <br /> 3 (e) Accessory structures are not permitted within the Floodway District.Any accessory structure in the <br /> 4 Flood Fringe District must be constructed of flood-resistant materials and be securely anchored, <br /> 5 meeting the requirements applicable to manufactured homes in Section 78-1144(2). <br /> 6 (f) An accessory structure must constitute a minimal investment <br /> 7 (3) Recreational vehicles that are exempt in Section 78-1144(2)lose this exemption when development occurs <br /> 8 on the site that exceeds a minimal investment for an accessory structure such as a garage or storage <br /> 9 building. The recreational vehicle and all accessory structures will then be treated as new structures <br /> 10 subject to the elevation and floodproofing requirements of Section 5.0 of this ordinance. No development <br /> 11 or improvement on the parcel or attachment to the recreational vehicle is allowed that would hinder the <br /> 12 removal of the vehicle should flooding occur. <br /> 13 SECTION 10.0 ADMINISTRATION <br /> 14 78-1145 City Administrator: The City Administrator or other official designated by the Administrator must <br /> 15 administer and enforce this ordinance. <br /> 16 78-1146 Permit Requirements: <br /> 17 (1) Permit Required. A permit must be obtained from the City Administrator prior to conducting the following <br /> 18 activities: <br /> 19 (a)The erection,addition, modification, rehabilitation,or alteration of any building,structure,or portion <br /> 20 thereof. Normal maintenance and repair also requires a permit if such work,separately or in <br /> 21 conjunction with other planned work,constitutes a substantial improvement as defined in this <br /> 22 ordinance. <br /> 23 (b)The use or change of use of a building,structure,or land. <br /> 24 (cj The construction of a dam,fence,or on-site septic system, aithough a permit is not required for a farm <br /> 25 fence as defined in this ordinance. <br /> 26 (d)The change or extension of a nonconforming use. <br /> 27 (e)The repair of a structure that has been damaged by flood,fire,tornado,or any other source. <br /> 28 (f) The placement of fill,excavation of materiais,or the storage of materials or equipment within the <br /> 29 floodplain. <br /> 30 (g) Relocation or alteration of a watercourse(including new or repiacement culverts and bridges), unless a <br /> 31 public waters work permit has been applied for. <br /> 32 (h)Any other type of"development"as defined in this ordinance. <br /> 33 (2) Application for Permit. Permit applications must be submitted to the City Administrator on forms provided <br /> 34 by the City Administrator.The permit application must include the following as applicable: <br /> 35 (a) A site plan showing all pertinent dimensions, existing or proposed buildings,structures,and significant <br /> 36 natural features having an influence on the permit. <br /> 37 (b) Location of fill or storage of materials in relation to the stream channel. <br /> 38 (c) Copies of any required municipal,county,state or federal permits or approvals. <br /> 39 (d)Other relevant information requested by the City Administrator as necessary to properly evaluate the <br /> 40 permit application. <br /> Flood Plain Ordinance <br /> Page 13 <br />
