C from Council Work Session January 13, 2009 <br /> G-Memo and Minutes from Council Work Session August 1 l, 2009 <br /> H- Table 9.3: 10-Year Phosphorus Reduction Plan <br /> I- Table 9.2: Surface Water Management Plan SWPPP Implementation <br /> J- Map: 10-year CIP Projects <br /> Enclosed for your review is a CD of the draft Surface Water Management Plan that was <br /> submitted to the Minnehaha Creek Watershed District (MCWD) for comment and acceptance <br /> prior to adoption by the City CounciL <br /> Background <br /> As required by State law, the City has been updating its 2002 Surface Water Management Plan <br /> to be in conformance with the updated MCWD Comprehensive Water Resources Management <br /> Plan. Council authorized Bonestroo to update the Plan in January 2009. Their work was <br /> substantially completed by Bob Barth in late 2009 prior to his leaving the firm, but submittal to <br /> MCWD was delayed by staff pending work on the Comp Plan. Jesse Carlson of Bonestroo has <br /> taken over for Bob and completed final Plan details earlier this year. The draft plan was <br /> submitted to MCWD and Met Council for comment in June 2010. Comments from those <br /> agencies are in Attachments B and C. Jesse Carlson prepared final materials to address the <br /> MCWD comment letter and subsequent discussion points, and those additions/revisions <br /> (documented in Atta.chments D & E) were submitted to MCWD. The MCWD board is <br /> scheduled to approve the Plan at their meeting on October 14 (on Consent Agenda as of this <br /> writing). <br /> SWMP City Adoption Process <br /> Because the updated SWMP is technically an amendment of the 2002 SWMP, a public hearing at <br /> the Planning Commission is required and has been scheduled for the October 18 PC meeting. <br /> Legal notice for the hearing was published on October 7 and October 14. Plaluung Commission <br /> should hold the public hearing and make a recommendation to the City Council. Formal <br /> adoption by Council is anticipated to follow on October 25. This schedule is necessary to have <br /> the SWMP in effect by November l, which is a requirement of the BWSR Clean Water Fund <br /> Grant application process for FY-2011. This timing is related to a grant request for the Stubbs <br /> Bay Ra.vine restoration project(CIP-1 as indicated in Exhibits H-I-J). <br />
