Fle No. 000139-10000-1 <br /> File No. 10-3468 <br /> Dear Melanie: <br /> We have reviewed the plans and preliminary plat for the proposed retail center at 2423 Shoreline <br /> Drive. The plan is dated 4-20-10. We have the following comments with regards to engineering <br /> matters: � <br /> • The plan should show perimeter drainage and utility easements 5-feet wide along all <br /> interior lot lines or adjacent to piatted property with existing easements and 10-feet wide <br /> along the exterior lot lines. <br /> • More details and drainage calculation should be provided for the site. Specifically include <br /> the following for the shallow retention basin: elevations, soil materials, plantings, and <br /> outlet information. <br /> • Proposed contours and drainage details should be shown on the grading plan. In <br /> addition, more grading details, including spot elevations and labeled design contours <br /> should be shown around the proposed building. <br /> • The existing contour elevations on the grading plan should be legible. <br /> • Top and bottom of wall elevations should be shown for all proposed retaining walls. <br /> Engineered design and details should be submitted for review and approval for all <br /> retaining walls over four in height, and for all tiered walls with a separation of less than <br /> two times the wall height. <br /> • Maximum allowable slopes are 3:1. The grading plan shows 2:1 slopes to the south <br /> properly line in the southeast corner of the lower parking lot. Correcting this may <br /> require a retaining wall or grading easements from the neighboring property. <br /> • Approximately two-thirds of the rear parking lot drains overland to the west across the <br /> Kelley Cove Homeowners Association properly to Lake Minnetonka. The City should <br /> consider requiring the applicant to collect, manage, treat,and convey the storm water to <br /> the Kelley Parkway right-of-way with a storm sewer system. Consideration should be <br /> given to the down stream storm water system as well. <br /> • The eight parking stalls and associated curb in the northeast upper lot should be <br /> extended to 20 feet instead of the 17 feet shown. <br /> • Pavement design information should be provided for the proposed parking lots. <br /> • The proposed retaining walls must not be located in the Kelly Avenue right-of-way. <br /> • The plans should be submitted to Hennepin County for review and approval. <br /> • The applicant will need to provide a Storm Water Pollution Prevention Plan as required by <br /> Orono's Land Use Code Chapter 79, Section 79-7(c)(2). <br />
