FILE#70-3484 . <br /> , , 12 August 2010 <br /> Page 2 of 2 <br /> Staff is suggesting a minor change be made to the maximum accessory size limitation in <br /> order to facilitate the potential preservation of some local historical structures. The <br /> current code limits the maximum size of an accessory structure based on the property <br /> area. The suggested amendment would exempt structures with local, historical <br /> significance from the maximum individual accessory structure size. The square footage <br /> of the structure would still apply to the total square footage of accessory structures <br /> � � allowed for the property; however it could exceed the maximum size limit. A definition <br /> for"historic building" or"historically significant" is recommended. <br /> Some suggested language for development of the definition: <br /> • The building has historical significance and the building is an important part of ' <br /> the City's heritage worthy of protection from inappropriate changes or <br /> destruction. � ' <br /> • Any building that is of historical significance or that is a historical resource within <br /> the City of Orono or the Lake Minnetonka area. � <br /> • Any individual property, place, building, structure, work of art or other object that <br /> has been determined to be historically, culturally or architecturally significant and <br /> has been locally designated as a heritage preservation landmark. <br /> • Any building or collection,of structures deemed of importance to the history, <br /> architecture or culture of the City of Orono or Lake Minnetonka by the City <br /> Council. This shall include historical buildings or properties on, or determined ' <br /> eligible for, national, state or local historical registers or inventories, such as the <br /> National Register of Historic Places, Minnesota Historical Society, and city or ` <br /> county registers, inventories or surveys of historical or architecturally significant <br /> sites, places or landmarks. . • • <br /> • Mirriam-Webster defines historical as follows: <br /> a : famous or important in history <historic battlefields> <br /> b : having great and lasting importance <a historic occasion> ' <br /> c : known or established in the past <historic interest rates> <br /> d : dating from or preserved from a past time or culture <historic buildings> <br /> The Planning Commission should discuss and develop language for a definition of <br /> historic building and/or historical significance using the above staff suggestions or any <br /> other language determined to be appropriate. <br /> Issues for Consideration <br /> 1. Who should decide on the historical significance of a building? The City Council? <br /> The Planning Commission? � <br /> 2. If a historic building is moved to a site, and the exception�made for size, should <br /> � there be any additional provisions for protection of the�historic building? For <br /> example, the 2,000 square foot historic building should not, in the future, become <br /> a 2,000 square foot pole barn. • <br /> 3. Should an inventory of buildings with historical significance be conducted? <br /> 4. Are there any other issues or concerns with this application? <br /> Staff Recommendation <br /> Planning Commission should recommend a code amendment to allow a size exception <br /> for buildings determined to be "historic". Planning Commission should also draft a <br /> � definition of"historic building" or"historically significant" for the Council's review: <br />
