The district may adjoin residential districts or other business districts which <br /> are subject to more restrictive controls. The district shall have immediate access to adequate <br /> highways and public sanitaiy sewer. <br /> The B-3 shopping center business district is intended to establish provisions for the <br /> designating of a district where a multiple building retail sales and service facility with <br /> integrated design and a coordinated physical plan, appropriately located, may be erected. <br /> Such district shall be developed as a unit according to an approved plan as provided in this <br /> division.
