I <br /> am writing this on behalf of the Kelly Cove Homeowners Association in the Navarre Area. As we stated <br /> at the Hearing and wil�explain in more detail in this email,we request that you remove the Proposed <br /> Mixed Use Designation from the Retail Sales zoned parcels(includes the liquor store, etc.) south of <br /> CSAH 15 and west of Kelly Ave.from the Comprehensive Plan Update. <br /> The reason this is necessary is: <br /> 1.The Bowling Alley was just permitted to remodel and is expected to open soon. We attended a lot of <br /> meetings for that business and for the property owner's attempt to rebuild the upper level with the <br /> liquor store. This took a lot of our time to attend meetings and to meet with the business owner and <br /> property owner to resolve issues. The property owner had unrealistic expectations about what would <br /> be acceptable. We do not want to attend unnecessary meetings where property owners have false <br /> illusions about what would be acceptable in this neighborhood. High density residential development <br /> would not be acceptable because of the increased traffic, accidents, lack of adequate parking, noise, <br /> etc... <br /> 2.The accident rate on CSAH 15 (Shoreline Dr.)just west of the intersection of CSAH 19(Shadywood <br /> Rd.) and at the intersection of CSAH 15 and CSAH 19 already exceeds the critical crash rate. Adding <br /> additional traffic will make this situation worse and eliminating accesses to CSAH 15 which would reduce <br /> the accidents will not be popular with residents or businesses. <br /> 3.We would be agreeable to this parcel remaining zoned Retail Sales but it may be acceptable to being <br /> rezoned Office/Professional. <br /> 4. The small area of this parcel,the very limited amount of high density multi-family development <br /> possible would yield an insignificant contribution to Orono meeting an affordable housing goal. <br /> Overall,the character of the Navarre Area needs to be considered. High density or high traffic <br /> development in this area would destroy the character of this quiet friendly neighborhood.
