We offer the following observations,comments,and recommendations foc your <br /> consideration: <br /> l. Deerlull Rvad'zs pxoposed as a public road and will be maintained by the City of Medina. <br /> However,the City sttould consider the following regarding this road: <br /> a. The City of Orono requ,ires a minimum paved width of 32' for public roads serving more than <br /> 10 units,but only a 24'paved widt6 is pmposed. <br /> b. Otono requires a minimum 275' horizontal radius for public streets with a design speed of 30 <br /> mph,but two 250'radii are proposed within city boundaries. <br /> c. Orono requires a min'smum section of 3"hiUuninous pavement over 8" class 5 aggregate,but <br /> no secuon was provided far review. <br /> d. The proposed road wilI be covered by an Lasement over the Stonegate Farm property in]ieu of <br /> r�platting at this time. A copy of the easement should be subnniued for review by the Ciry to <br /> ensure adequate coverage. When the Stonegata Farm property is developed in the future,the <br /> road right-of-way should be platted at ih�t time. <br /> e. The location of ihe proposed road will result in an ontlot an the north side of the road adjacent <br /> to Oudot N of the proposed development. <br /> f. Since the Gity of Medina will maintain the proposed road in perpetuity,a vlaintenance <br /> Ag�eement detailing thase res�nsi.hilades sb.ould be submitted fox xeview by the City <br /> Attomey. Maintenance responsibilities should include the groposed retainr�ng walls and storm <br /> sewer,as well as road items. <br /> 2. The location of the future road at apgroximate statian 4+00 would greatly impact the e�cisting <br /> wetlands and may create hydraulic issaes by placing another culvert in close proximity to the <br /> Deerhill Road culvert. When the Stonegate Farms property is developed,relocation of the fut�re <br /> mad to the west should be considered to lessen impacts. <br /> 3. Temporary construction easements appear necessary for work adjacent ta che Stonegate Fazms <br /> property. Temporary easements should be submitted to the City conditional to final approval. <br /> 4. A Signage and Pavement Marking Plan was not provided for review. Appropriate 6raffic signage <br /> and pavement markings should be provided,inciuding a stop sign and stop bar at the Deerhi3l Road <br /> intersection with CSAH 2O1,a street sign,and necessary turn Iane signage. <br /> 5. Perimeter erosion control measures should be installed by the Contractor and inspected by the City <br /> prior to any other work. Contractor must provide minimum 24 hour notice prior to inspection. <br />
