76-3819 ' <br /> April 13,2016 <br /> Page 6 oT 6 <br /> Conservatian Design <br /> The developer is advised that per Section 78-1632 this subdivision will be subject to the City's <br /> Conservation Design Ordinance, as the property is guided and proposed far development at <br /> urban densiTy. The property will be reviewed in terms of the Rural Oasis goals and policies <br /> which have been approved by the City Council and are supported within this ordinance; attached <br /> in its entirety as Eahibit E. The prelirninary plat application should include a complete <br /> conservation design analysis of the entire site for review. <br /> Archaeotogical Site Prozimity <br /> Staff is unaware of any archaeological sites within the property; the applicant shauld contact the <br /> State Historic Preservation Office (SHPO)to confirm. <br /> Summary of Issues for Consideration <br /> Staff suggests that the primazy focus for consideration and discussion by the Planning <br /> Commission should include the following topics: <br /> 1. Establishment of an average lakeshore setback structure that is independent of when new <br /> homes get built on the site; with an eye toward not ha.ving negative impacts to the <br /> average setbacks for the adjacent neighboring homes. <br /> 2. L'unitations for building site on Lot 1 due to the bluff. <br /> 3. Limitations for the building site on Lot 2 due to shape of the lot, 75' setback, average <br /> setback, and sewer easements (existing and needed). <br /> 4. The fact that an average setback variance will be needed for replacement of the exisdng <br /> house on Lot 3 unless it is moved faz back on the lot. <br /> 5. Whether this should be a private road or a public road. <br /> 6. What aze the impacts of the road locatian to adjoini.ng properties, and are there altemazive <br /> configurations that would reduce such impacts. <br /> 7. 11ie fact that sewer maintenance access is critical and must be addressed as part of the <br /> subdivision process, likely requiring new easements and potentially buffer width <br /> averaging. <br /> 8. A new sewer connections for Lots 1 and 2 will have to be established, and an easeinent <br /> for the connectian for Lot 3 over Lots 1 and 2 needs to be addressed as part of the <br /> subdivision process. <br /> 9. Conservation Design Report will be required as part of a preliminary plat application. <br /> 10. Are there any other issues or concerns with this application? <br /> Sketcf� Plan Review Parameters <br /> The goal of this review is to provide the developer with an overview ox� the pertinent City <br /> ordinances and how they affect the proposed plat, and to discuss the strengths and wealmesses of <br /> the proposal. The above"Summary of Issues for Consideration"reveals a number of issues with <br /> the proposed plat and should provide direction to the applicants regazding the plat. Planning <br /> Commission should review each topic and identify any issues to which the developer should pay <br /> special attention. <br /> As a sketch plan review, any comments or suggestions to the applicants aze non-binding but will <br /> be extremely helpful as the applicant moves forward. At the discretion of the applicant, this <br /> sketch plan will also be forwarded to the City Council for review. <br />
