PC Exhibit B <br /> 11IAR�T[[IE-LAKEII��ST,LLC <br /> PRELIMINARY PLAT, REZONING. COMPREHENS�PLAN AMENDMENT <br /> Lakewest is requesting review of the attached plans for the purpose of preliminary <br /> plat, rezoning to RPUD,and comp plan amendment approvals for Eisinger Meadows. <br /> We believe the finished project will provide a desirable,aesthetically pleasing <br /> neighborhood on the west side of Orono. <br /> 'Fhe area of proposed development is identified in Part 3B of the Land Use Plan <br /> portion of the Comprehensive Plan as Parcei Group 2. While the entire group <br /> encompasses 102 acres,this development will 6e entirely on the westerly 29 acres <br /> (3245 Wayzata Boulevard). The parcel is made up of roughly 13.6 acres of wedand, <br /> 5.2 acres of currently developable,nan-wedand buffer area,and 10.2 acres that <br /> contain buried construction materials. <br /> The Camprehensive Plan re-guided the area for high-density(10-15 units/acre) <br /> mult�-family residential,and allotted 50 units at a density oF 10 units per <br /> developable acre. Lakewest is proposing 27 small,single-family lots,with common <br /> area components. The proposed lots are located on the north side of the parcel,and <br /> will be developed as Phase I of the projec-t. Phase II will potentially be developed as <br /> a multi-family project, depending on the requfrements ultimately determined by the <br /> Metropolitan Council and adapted by the City. <br /> The develvpment parameters iisted in the Comprehensive Plan are listed as follows: <br /> Additio�tai Reguired Deveiopment Parameters for YVesterjy29Acres <br /> In additzon to the permittec�, condf#onal and accessory uses allowed within the RR-1B <br /> zoning distric� this amendment ailows for residential development of the portion of <br /> Parcel Group 2lviown as"3245 Wayzata Boulevard"at a densiLy of IO-IS dwelling <br /> units per net dry buildable acre(i.e.exclusive of wetlands and required wetiand <br /> buf�`'ers). The following parameters shati be adhered to for any residential development <br /> of 3245 Wayzata Boulevard at a density greater than 0.5 units per net dry butldable <br /> acre of land: <br /> 1.AII dwelling units shall be contained within a totai footprint area of nogreater than <br /> 42,OQ0 square feet to be apportioned between two buildings rather than one huitdi►;q <br /> ta reduce the massing and visual impacts of such development Such residential <br /> buildingsshall notexceed two(2)stories in height <br /> 2. The residential building shall maintain a iow-profrle and be designed in a residential <br /> arch�tectural style that blends with the naturnl surroundings of the site. <br /> 3. The development shali be subject to the PUD development process, and shali be <br /> rezoned to RPUD Residential Planned Unit Development The entirety of the property <br /> shall be so developed as a single PUD projec� <br /> 4. The development shall be served with municipal sewer and water. <br /> 5. The development shall adhere to aII reguiations of the Ciry with respect to we�IQnd <br /> protection. <br /> 6.
