, File#16-3808 <br /> 14 Mar 16 <br /> Page 5 of 5 <br /> Practical Difficulties Analysis <br /> Staff finds practical difficulties exist which support granting the lot are and rear setback variances. <br /> Engineer Comments <br /> The City's engineer has reviewed the plans and provided comments which were primarily advisory <br /> or clarifying in nature resulting in few to no required changes to the plan. The engineer will review <br /> the revised plans at the building permit phase. <br /> Public Comments <br /> No public comments have been received. <br /> Issues for Consideration <br /> 1. Does the Planning Commission find that that the property owner proposes to use the <br /> property in a reasonable manner which is not permitted by an official control? <br /> 2. Does the Planning Commission find that the variance(s), if granted, will not alter the <br /> essential character of the neighborhood? <br /> 3. Does the Commission find it necessary to impose conditions in order to mitigate the <br /> impacts created by the granting of the requested variance(s)? <br /> 4. Are there any other issues or concerns with this application? <br /> Planning Staff Recommendation <br /> Planning Staff recommends approval of the lot area and rear setback variances as proposed. The <br /> proposed building plans and survey must be revised to conform to the 15% structural coverage <br /> limitation prior to placement on the City Council's agenda for consideration. No structural <br /> coverage variance approval was contemplated. <br />
